Duties and Responsibilities

The successful candidate will be responsible for the design, procurement and management of public transport service contracts. This is a key management role in the Public Transport Contracts division of the Public Transport Services directorate of the NTA. The focus of the successful candidate will be to ensure contracts are procured and managed in a manner that provides high quality and cost effective public transport services while also meeting the broader strategic transport planning objectives.


The key duties of the Senior Public Transport Contracts Manager in relation to management of public transport service contracts are to:

Monitor operator performance to ensure required contractual standards are being met;Oversee calculation of contractual payments due, including performance related deductions, bonus payments and incentives;Ensure timely analysis of data on contractual performance and production of management reports to supplement contractual reports provided by the operator;Develop and review appropriate contract performance monitoring measures to ensure operators are challenged to continually improve services to customers;Work with operators to develop and negotiate cost efficient improvements to service quality over the lifetime of the contract;Develop and encourage a partnership approach in the management of contracts by exchanging information in relation to contract performance to identify and address issues affecting service delivery, and to drive improvements in service quality;Develop and implement effective methods of monitoring service performance using technology, surveys and other techniques;Review and approve contract variations requested by Operators, or initiated by the Authority;Arrange responses to relevant elected representatives enquiries, customer complaints and Freedom of Information requests;Respond to and interface with Comptroller and Auditor General and Internal Audit function as required;Work with colleagues in the Public Transport Services Directorate and elsewhere in the Authority to ensure mobilisation of services is coordinated with delivery of required infrastructure (bus stops, turning circles etc), depots, fleet and on-board systems.


Note: The functions and responsibilities initially assigned to the position are based on the current organisational requirements and may be changed from time to time. The person appointed requires the flexibility to fulfil other roles and responsibilities at a similar level within the Authority.

Essential Criteria

Each candidate must meet the following requirements at the time of the competition closing:

Hold a minimum of an NFQ Level 7 qualification in a relevant discipline such as engineering, transport, planning, economics or finance;Have at least 7 years’ relevant work experience to include:A minimum of 3 years’ experience in the management of large service or public works contracts, including client-side.Have excellent communication skills with a proven ability to engage with internal and external stakeholders, negotiating successful outcomes;Demonstrate strong leadership ability with experience in managing performance and leading a multi-disciplinary team;Demonstrate a proven ability of simultaneously managing several different projects, prioritising appropriately and meeting key milestones on time and on budget.

The ideal candidate will also:

Have experience in, or knowledge of, public transport operations;Have experience in the use of innovative approaches to contract procurement that improve procurement efficiency or reduce procurement timescales;Have experience in the provision of technical requirements that deliver a service that best meets customer requirements;Have experience in the development of contract performance indicators focused on improving performance and quality of services for customers;Have experience in developing contractual mechanisms that reduce risk of cost overruns or incentivise contractor cost efficiencies;Hold a qualification in public procurement, transport planning or project management.
