Our client The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and is funded with â¬3.75 billion of equity capital committed by the Government. It is also permitted to borrow up to â¬1.25bn

The LDA has commenced construction on various state sourced lands and is currently working on about 20 direct delivery projects that can deliver over 8,000 homes. It is also delivering affordable housing by working with private sector on an initiative called âProject Tosaighâ, which will yield a further 5,000 homes on land provided by housebuilders.

Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The Role

This is a key role within the LDA, providing great opportunity to contribute to delivery of social and affordable housing in Ireland.  The role is both âhands onâ and advisory. The focus is on risk management and mitigation, dispute resolution, in particular regarding residential property management, regulatory matters, and external suppliers. You would also research and advise on relevant new legal and regulatory developments and issues; and review and update periodically precedent legal documents, guidance notes and know-how.

Reporting to the Senior Legal Counsel, but for the most part working autonomously and managing own time. The successful candidate will be working with leading professionals in their respective fields.

Role Responsibilities/Duties

·       Identify, manage and mitigate legal and regulatory risk. Proactively work with LDA business units to implement appropriate legal risk mitigation measures and report on them, continuously improving the measure where necessary. 

·       Manage and advise on contentious legal matters (including potential or threatened litigation and contentious regulatory matters) and liaise with relevant stakeholders and outside legal advisers. Report appropriately.

·       Advise on and attend on dispute resolution matters, including attendance in Court and at the RTB, if required; and adjudications in the construction context. 

·       Advise on and attend on certain regulatory matters, where required.

·       Engage with the relevant external stakeholder and business partners to ensure satisfactory risk mitigation measures are in place, where required.  

·       Research and advise on relevant new legal and regulatory developments and issues; and review and update periodically precedent legal documents, guidance notes and know-how.

·       Provide legal support and advice, at all levels across the LDA to support the LDAâs activities.


Person Specifications

·       Demonstrates practical, working knowledge and experience of typical dispute resolution mechanisms used in Ireland, including the Irish Courts system.

·       Experience with adjudications, an advantage but not essential.

·       Has practical experience working in one of the following areas: property; construction; litigation; planning & environment; regulatory & compliance â whether as a solicitor or barrister.

·       The ability to provide practical legal advice that is grounded in the reality of the context in which the LDA operates, and in plain language. 

·       Enjoys proactive problem-solving, and has the ability to navigate complex legal and commercial challenges.

·       Be an excellent communicator, responsive and innovative, highly organised.
