Organisational Background

Our client, Co-operative Housing Ireland (CHI) is the national organisation representing, promoting, and developing co-operative housing in Ireland. Since their foundation in 1973 they have provided over 8,000 homes through homeownership, shared ownership and social rented co-operatives. CHI currently employs approximately 100 colleagues.

They are committed to sustaining their current development pipeline by adding between 500 â 700 new homes every year. The majority of their homes are wholly owned by the organisation, and they manage over 5.000 homes across Ireland.

CHI are members of the Community and Voluntary Pillar of Social Partnership and participate in numerous forums on housing and social policy. Internationally, they are members of Housing Europe and the International Cooperative Alliance, including its sector groups, Cooperatives Europe and Cooperative Housing International.

CHI is a Tier 3 Approved Housing Body and registered charity and is subject to regulation by the Approved Housing Bodies Regulatory Authority and the Charities Regulator. CHI is a member of the Housing Alliance.


Role:

CHI is seeking to employ a full-time, permanent Regional Asset Manager to lead and manage a team to deliver the planned, cyclical, reactive maintenance and capital works program. They will be required to work collaboratively with other teams to deliver a quality service to customers living in a defined geographical area. The desired candidate will exemplify high standards, achieve and exceed performance targets.

This is a full-time permanent role based on a 35 hour week (Monday to Friday), although some evening and weekend working will be required. The role has a contracted office base, but our way of working means that hybrid-working (a mix of office-based working and working from home and other locations) is normal.


Key responsibilities include, but not be limited to, the following:

  • Leads and manages the Regional Asset Management Team to ensure the overall quality and asset management of every aspect of property portfolio regionally, including maintenance and financial projections for the existing and projected portfolio and to ensure service levels are maintained.
  • Overall responsibility for the delivery of the planned, cyclical, and reactive maintenance programme for housing stock in the region.
  • Ensuring safe homes for our member tenants and a safe working environment for our staff and contractors through compliance with relevant statutory standards and the AHB Regulatorâs Property and Asset Standards.
  • Manages annual capital expenditure for component replacement and deep retrofit of housing stock in area of responsibility. This will include project management and liaison with 3rd party consultants.
  • Preparation, management, supervision, and monthly reporting on the delegated Regional Asset Management budget.
  • Implementation and management of the Asset Management procurement policy with respect to Service Contracts, Service Level Agreements and procurement of one of services and materials within area of responsibility.
  • Develop and maintain strong relationships with core external stakeholders e.g. Local Authorities and Developers.
  • Liaise with and support the National contact centre in the management, execution, and supervision (quality assurance) of memberâs requests for responsive/emergency repairs.
  • Support Survey Teamâs in the execution of the annual 20% Stock Condition Survey in area of responsibility.
  • Support IT Data Analyst through the provision of accurate and timely reports and data on new acquisitions and component replacement.
  • Support Housing Services & Community Engagement in the delivery of excellent service to our members.
  • Attend in-person and online meetings. This may necessitate travel nationally.
  • Ensure subordinate staff are appropriately qualified and certified on an ongoing basis.
  • Encourages a culture of development and learning within the Regional Asset Management Team.
  • Support staff to deliver on their goals and review performance regularly.
  • If necessary, on a rostered basis provide on-call emergency response as managed by National Contact Centre or CHIâs 3rd Party Call Centre for out of hours emergencies.

 

Qualifications/Skills

Essential

  • NFQ Level 8 qualification in a property, engineering, or construction discipline, or NFQ Level 6 Qualification in an electrical, construction or engineering based trade.
  • NFQ level 6 qualification only acceptable with relevant experience in a similar management role and this must be demonstrable through CV.
  • Minimum of 5yrs experience in similar asset management, facilities management, or maintenance role.
  • Minimum of 5yrs experience leading a team in an asset management or maintenance context and strong interpersonal skills.
  • Full, clean âClass Bâ EU driverâs licence or equivalent.


Desirable

  • Membership of a relevant professional organisation with an asset management focus (e.g. SCSI, RICS, EI)
  • Experience in using CAFM or CRM software
  • Ability to use Microsoft Office suite of software including MS Access and Project


In addition, the candidates will be required to demonstrate the following attributes.

Conditions of Employment 

Salary

Competitive salary commensurate with experience. (CHI operates a performance-based salary model that allows for annual salary increases on a set salary range through performance).

 

Annual Leave

Annual leave will be 22 days (exclusive of 10 public holidays), plus an additional 3 Privilege days per year. Annual leave increases through length of service and can also be additionally accrued as paid time off in lieu of overtime (TOIL).

 

Pension

Co-operative Housing Ireland offers a defined contribution pension scheme. Employees have access to the scheme on successful completion of their six-month probationary period.

 

Training & Development

Continuous professional development, training & further education courses, study & exam leave and professional membership fees are paid for at CHIâs discretion where relevant.


Travel & Subsistence

Travel and subsistence expenses will be paid according to CHI Policy, similar to public sector rates.
