Role:
The CLIENT is seeking to procure the services of a PMO Support Analyst (ICT Project Manager - Junior). The PMO Support Analyst will report to the Manager of the Project Management Office (PMO) and will not be responsible for, or be the direct report, for any other team members.
The PMO mission is to enable the Organisation successfully achieve business outcomes and deliver on the Strategy and Corporate Plan. The PMO is responsible for delivery of the PMO Portfolio which consists of several large technical and business transformation programmes. The PMO Office also supports the delivery of smaller projects known as 'PMO Lite'. These projects span across the Organisation and involve the coordination of tasks and timelines across multiple business resources and ICT/Data/Design competency areas. The PMO Support Analyst will be joining the existing team, which is made up of the PMO Manager and currently six Project Manager team members.
The PMO Support Analyst will join the existing PMO Team playing a key role in providing project administrative support as well as identifying opportunities for ongoing improvements and refining the associated processes, tools and templates for the PMO. The PMO Support Analyst will also have the responsibility for overseeing the project management activities on a number of defined PMO Lite/smaller projects from initiation through to implementation and project closure.
The job purpose includes:
• Key contributor to the PMO's mission which is to enable the Organisation to successfully achieve strategic goals and deliver on the new clients Safety Strategy and Corporate Plan.
• Facilitator for the implementation of a consistent project delivery approach by ensuring that the Project lifecycle and the processes, tools and templates that underpin it are accurate, well maintained, accessible, adopted and well understood.
• Future focused and adaptable to new ways of working. Working to identify opportunities for efficiencies to be gained to streamline the end-to-end project delivery approach.
• Advocate of the One CLIENT vision, ensuring that projects are aligned to the overall CLIENT business and technical architecture.
• Ensure that Project Governance is adhered to and take a lead role in the communication of project updates through the preparation of the monthly project reports, compilation of PMO KPI's and ensuring that project information is accurately maintained within the Portfolio and Project Management Tool.
• Delivery of Business objectives and goals by leading a number of PMO Lite projects from initiation through to implementation and project closure.
Experience Level Required:
• It is a mandatory requirement that the Resource proposed for this role has not less than 3 years' relevant experience. Any other experience levels less than this will not be accepted.
• A minimum of three years' experience working as a project manager of projects dealing with multi-disciplinary teams is essential
• Note: In the event that a Resource with a higher level of relevant experience than that required, the client may accept the higher-level Resource, however the client will only pay the rates applicable to the Resource experience level as set out here.
• It is a mandatory requirement that the resource proposed hold at least a NFQ Level 7 Degree qualification (or equivalent) in Computers & IT, Engineering, Science or Business
Key Deliverable:
The following non-exhaustive list of responsibilities, are applicable to the PMO Support Analyst (ICT Project Manager –Junior) role:
• Ensure that formal project and PMO processes are adhered to and identify potential improvements
• Monitors the risk, quality and progress of PMO Portfolio projects to organisational standards, maintaining KPI tracker and Project Portfolio Management (PPM) tool information, working with project managers to keep the PMO data up to date
• Assist with project resource management, facilitating calls and working with PMs to ensure PPM information is accurate and well maintained
• Co-ordinate monthly project financials, updating PPM tool and KPI tracker
• Co-ordinate PMO status reporting from all project managers, consolidating that data and preparing summary reports for Senior stakeholders
• Schedule and plan PMO meetings, organise workshops, sponsor reviews and governance meetings. Issue minutes and track actions
• Act as the super user and point of contact for the PPM tool. Roll out training as and when required, oversee ticket management and resolution of technical issues, develop and implement dashboards, registers and logs within the system to drive efficiencies and encourage user adoption
• Project administration, including setting up project folders in sharepoint and PPM tool
• Support the creation and maintenance of PMO documentation and update shared folders, assist in the scheduling & preparation of packs for Project Management training material
• Manage PMO Outlook Calendar
• General Administration duties
• Project manage a number of small defined projects simultaneously with excellent process and documentation skills, coordinating project schedules and resources and identifying potential risks, issues, assumptions, and dependencies, responsible for monitoring, tracking and filing of all project documents
Requirements
Key Experience/Competencies/Skillsets:
PMO Support Analyst:
• Experience working in Project Management Office in a PMO Support role, ensuring team adherence to PMO processes including Project Life Cycle and Stage Gate approvals (preferable)
• Experience maintaining project information in systems and compiling information from multiple sources for portfolio management reporting
• Familiar with Teams Meeting, setting agendas, facilitating calls, issuing minutes and maintaining action trackers
• Knowledge and experience of financial tracking and ability to analyse and interpret financial data and report on variances
• Ability to work as part of a team, be flexible, inquisitive, helpful, collaborate across functions, a willingness to seek opportunities and improvements in existing systems and processes
• Experience using a Portfolio & Project Management tool an advantage
• Have an ability to work independently, with limited supervision, using own initiative, strong attention to detail and require limited repeated correction
• A vested/ avid interest in the progression & delivery of the CLIENT strategic projects from a cross-organisation vantage point Project Manager (Junior):
• Experience managing projects, preparing project plans, assigning resources, tracking costs, maintaining RAID logs, reporting to key stakeholders and other PMO governed project management activities
• Good understanding of project management methodologies, in particular Waterfall and Agile, is essential
• A recognised project management qualification (preferable)
• Knowledge and experience of financial tracking and ability to analyse and interpret financial data and report on variances
• Strong administration and excellent organisation/ planning skills, with ability to prioritise tasks
• Has excellent communication (both written and verbal)
• Experience using Microsoft Office suite (including MS Word, MS Excel, MS PowerPoint, Outlook, MS Project, Visio)
• Familiar with Teams Meeting, setting agendas, facilitating calls, issuing minutes and maintaining action trackers
• Highly motivated with an ability to initiate projects/ tasks and see them through, be a problem solver, committed to finding a resolution to issues in a positive and proactive manner
