Position Description

The Cost Specialist – Senior Quantity Surveyor related to infrastructure development in the power industry. The role involves close collaboration with other design professionals, partners across ESB, and contractors. Enhancing visibility of the Quantity Surveying function across ESB, while upholding standards, fostering staff development, and improving stakeholder management are crucial aspects of this role.

Key Responsibilities

Key responsibilities include, but are not limited to the following:

  • Identify and deliver enhanced commercial value on construction projects for ESB through opportunities for design economics, standardization, and BIM integration.
  • Provide expert advice to internal and external stakeholders on commercial matters, risk identification on projects, traditional re-measurable contracts, and other contracting models such as D&B and EPC.
  • Demonstrate strong leadership in developing commercial management capability by integrating lessons learned, mentoring junior staff, and promoting collaboration.
  • Promote a culture of continuous improvement on commercial contract issues and cost management by updating procedures and transferring knowledge to colleagues.
  • Provide a full range of commercial management services for the project lifecycle to Networks & Generation businesses on strategic projects.
  • Be responsible for the delivery of commercial tender enquiry documentation, commercial assessment, evaluation of tenders, and collaborating with procurement functions for large-scale projects.
  • Monitor costs of civil works and other project elements throughout the project lifecycle and advise on cost accrual vs. Capex Approval.

Knowledge, Skills and Experience

Essential

  • Minimum seven years post-graduate experience.
  • Proven track record in delivering commercial management services.
  • Strong knowledge of contract administration including FIDIC Conditions of Contract.
  • Detailed understanding of Cost estimating, Tendering, Post Tender evaluation, Pre-contract negotiation, Variations, Contractor Claims, and Cost Control reporting.
  • Good grasp of project scoping, planning, design, and construction phases.
  • Ability to make quality decisions, work collaboratively, and develop junior staff competencies.
  • Valid full drivers' license for use in Republic of Ireland.

Desirable

  • Experience with Buildsoft & Cubit software.
  • Experience in Civil Engineering / Utility project contracts exceeding €10m in value.

Qualifications

Essential

  • Level 8 Degree in Quantity Surveying or equivalent work experience.
  • Chartered status in a recognized professional institution.
