The project: The Costing and Estimating Support role involves providing assistance to the Costing and Estimating Lead in reviewing, developing, and implementing processes, procedures, and systems for planning, estimating, budgeting, funding, managing, and controlling costs to ensure the project stays within the approved budget. The role requires leadership in costing and estimating throughout the project delivery, ensuring compliance with costing and estimating controls across the project, including with the Project Delivery Partner and contractors. Additionally, the role involves supporting cost management and estimation across the program, focusing on accurate forecasting of costs, cash flow, and a culture of mitigating cost overruns.

You'll be responsible for:
  • Performing feasibility studies, advising on procurement strategies and contract selection, and writing procurement reports.
  • Implementing value management techniques at the project's outset.
  • Managing, estimating, and cost planning activities, including presenting the final cost plan.
  • Assisting in main contractor procurement and selection.
  • Preparing contract documents, warranties, bonds, and licenses, and facilitating their formal execution.
  • Offering advice on building contract administration.
  • Measuring work and providing valuations, adjusting variations as per contract terms, and reaching agreements with the contractor.
  • Providing cost control and reporting services throughout the contract.
  • Producing financial reports for the client as required.
  • Identifying all costs related to design changes, contract awards, construction activities, and client charges.
  • Advising on certificates issuance, final accounts negotiation, and agreement.
  • Guiding Assistant Cost Consultant and junior team members.
  • Building effective relationships with internal and external stakeholders.
You'll need to have:
  • A degree in quantity surveying/cost management or equivalent.
  • Professional membership or working towards one such as SCSI/RICS, CIOB, IEI or similar, CIArb
  • Proficient knowledge and expertise in infrastructure projects.
  • Relevant technical qualifications/certifications for project portfolios.
  • Experience in various contract forms.
  • Strong knowledge and ability in Contract Administration and Contract Management.
  • Proven track record in cost consultancy, planning, budgeting, and estimating.
  • Understanding of contract types and measurement methods.
You'll also have:
  • Knowledge of value engineering, life cycle costing, contract law, and construction-related contractual frameworks.
  • Negotiation, analytical, and digital skills.
