Reporting to the Head of Capital Development (HoCD), the Capital Development Manager (CDM) assumes a pivotal role in shaping the future of Dublin Airport. The CDM ensures that specific projects within the airfield programme align with airport business requirements and are executed in a timely manner. Furthermore, the CDM is entrusted with supporting full compliance with the governance process and adherence to the airport's strategic vision.

Collaborating closely with the HoCD, programme director, project promoter, and design and delivery teams, the CDM plays a critical role in ensuring that the outcomes of their respective workstreams align with the airport's overarching goals. This entails delivering projects that not only meet functional requirements but also contribute to the airport's strategic objectives and support its growth trajectory.

The CDM's contribution is instrumental in empowering the broader Dublin Airport team to navigate challenges effectively, enhancing the airport's efficiency, and aligning it with the escalating expectations from regulators, customers, and passengers.

Within the framework of the Airfield & Civils programme, the CDM exemplifies key behaviours such as support, direction, development, and constructive challenge. Moreover, the CDM serves as a leader in championing Dublin Airport's culture and values, fostering an environment conducive to success and continuous improvement.

  • Act as the primary Dublin Airport representative for the airfield and civils programme, maintaining a strategic overview and addressing key issues through the programme governance structure.
  • Ensure that programme outputs meet business needs across all levels, including safety, quality, and value for money.
  • Monitor and report on the progress of active projects and programmes, from promotion to completion, and provide relevant information to senior management for strategic decision-making.
  • Ensure that key business impacts are considered within programme workstreams, establishing mitigation measures to minimize issues.
  • Lead the promotion phase of all capital projects with support from Subject Matter Experts (SME) in the Asset Management and IT teams.
  • Provide support throughout all project stages to ensure functional briefs, stakeholder management plans, and benefits realization plans are up to date.
  • Develop a consistent approach within the Capital Development team by establishing best practices and providing training.
  • Collaborate with Infrastructure Project Managers the ORAT Manager and end-users to ensure all construction aspects leading up to project acceptance are completed before handover.
  • Assist in driving and communicating changes in business and operations processes.
  • Act as a single point of contact with external stakeholders, presenting infrastructure plans to gain buy-in.
  • Recruit and mentor, a high-performing team of Capital Development professionals while ensuring optimal resource allocation.
  • Assist in developing and implementing Training and Development Plans for team members.
  • Develop and maintain a programme level schedule for the airfield workstream.
Knowledge, Skills & Experience:
  • Third level qualification in a business, engineering, or related discipline .
  • Minimum of 5 years'+ experience in a similar position at a management level within a challenging environment.
  • Persuasive communication and relationship management skills.
  • Experience of managing teams that interface with large scale projects and leading in a matrix environment.
  • Passion for high performance and inspires others.
  • Equally comfortable articulating strategy and executing.
  • Proven history in stakeholder management.
  • Strong demonstratable project management skills and experience.
  • Strong analytical, numeracy and reasoning skills.
