About Coimisiún na Meán

Coimisiún na Meán has been established further to the provisions of the Online Safety and Media Regulation Act 2022 ("OSMR Act 2022"). The OSMR Act 2022 was enacted on 10 December 2022. The OSMR Act 2022 amended the Broadcasting Act 2009 to establish Coimisiún na Meán and dissolve the Broadcasting Authority of Ireland ("BAI").

In addition to undertaking the functions of the BAI as the regulator for broadcasting in Ireland, Coimisiún na Meán is to establish a regulatory framework for online safety, update the regulation of television broadcasting and audiovisual on-demand services, and transpose the revised Audiovisual Media Services Directive into Irish law.

Mission

Our mission is to ensure a thriving, diverse and safe online and media landscape. This means a mix of different voices, opinions and sources of news available over the air and online. It means children and all of us being protected from harmful content.

Role Mission

Coimisiún na Meán has recently established a new Programme Management Office (PMO). The office will be responsible for supporting the organisation deliver a programme of work to meet objectives within its strategic plan. The core functions of the Office include:

· Supporting the organisation adopt and implement a standard project delivery framework.​

· Maintaining accurate records about the status of the programme on behalf of the Commission.​

· Collecting and managing programme data and information.​

· Preparing reports on the status of the programme regularly for managers and commissioners. ​

· Identifying and developing suitable tools and templates to assist teams plan and execute projects.

· Provide advice, support and guidance to colleagues delivering project work.​

With the Office established, we are recruiting a manager to support the Head of the PMO in the execution of the Office's functions. ​

We are looking for someone who has experience working in or with project teams and has a working knowledge of project delivery frameworks, methods or principles. Using their experience, the successful candidate will provide back-office support to colleagues at all levels to deliver quality projects that will achieve Coimisiún na Meán's programme of work.​

Given the above, the role would be an exciting opportunity for someone who has previous experience supporting project teams in a PMO capacity and is now looking to further develop their career in this area.​

The successful candidate is expected to play a crucial role in developing and operating a new (organisation-wide) reporting framework for the programme.​

These reports will be key in giving the Commission delivery assurance while enabling them to effectively govern the programme. ​

Key Responsibilities

In overseeing the day-to-day operation of the PMO, ensuring ongoing alignment with industry best practices, the manager's responsibilities will include:​

  • Maintaining accurate records about the status of Coimisiún na Meán's programme of work, including developing and improving systems for doing so.​
  • Provide ongoing oversight of Coimisiún na Meán's programme of work and provide status reports for commissioners and senior managers regularly.​
  • Supporting the implementation, adoption and ongoing use of software used for capturing and managing programme information and data.​
  • Provide support, advice and guidance to colleagues within Coimisiún na Meán on planning the execution of projects and completing project documentation.​
  • Promote the adoption of best practice delivery approaches to colleagues in scoping, planning and executing projects, ensuring that quality assurance is fully considered.​
  • Maintain oversight of the programme risk and issue log, ensuring that project leads fully consider the impact of risks and issues to the programme, and work towards resolving them. ​
  • Liaise with, and support, project sponsors and project leads to ensure that project update and information is provided to the PMO on time and using the systems implemented.​
  • Undertake regular analysis of project information including status, progress, risk & issues and resource utilisation data, whereby suitable advice and recommendations can be provided to commissioners and senior managers.​
  • Provide periodic audits and assessments of projects being delivered, ensuring quality and process are being adopted. ​
  • Support colleagues in Coimisiún na Meán to strengthen their skills in project delivery through guidance, coaching and providing internal training opportunities.​

Essential Criteria

  • Working knowledge of the role and functions of a Programme Management Office, including relevant experience in effectively supporting project delivery teams in this setting.​
  • At least 3 years' experience working as a project team member, project manager or business analyst implementing services or policies.​
  • A working knowledge of project management or delivery methodologies, frameworks, principles and practices.
  • Experience in analysing and consolidating large volumes of project or programme data to produce project/programme highlight reports for senior managers, including the synthesis of project status, progress and risk & issue information. ​
  • Ability to maintain accurate plans and other relevant records associated with project delivery.​
  • Basic understanding of risks and issues and how they impact on project delivery.​
  • Experienced in developing and maintaining relationships with stakeholders and senior managers, including the ability to work collaboratively with others to achieve shared outcomes/results. ​
  • A problem solver, with the ability to use their initiative to analyse, evaluate and act on evidence.​
  • Experience in developing and improving organisational processes and workflows.​
  • Excellent communication skills, both verbal and written.​
  • A third-level qualification of at least a Level 7 on the National Framework of Qualifications.​
  • Proficient in the Microsoft suite of business applications including Excel, or other software, for analysing large volumes of data and writing reports.​
  • Ability to work independently.

Desirable Criteria

  • Experience working in a public sector regulatory setting or government department.​
  • Project management qualification e.g. Prince2, Project Management Professional (PMP), etc. ​
  • Working knowledge of risk and issues management processes that ensure effective oversight. ​
  • Familiar with developing or working with assurance processes.​
  • Developing standard operating procedures or advisory materials.​
