Assistant Technical Project Manager
Team Horizon is seeking an Assistant Technical Project Manager for a company based in Kilkenny, covering the southeast.
The Capital & Estates team provides professional, technical, project management, property, Fire & Safety, and related services concerning the procurement, development, operation, and maintenance of healthcare infrastructure, including buildings, plant, and equipment.
Services include design, specification, project management, supervision, and procurement for capital building and refurbishment works, infrastructural risk and asset management, property services, fire, health and safety, energy, and sustainability.
There is an option to be based in Waterford, Wexford, or South Tipperary.

What you will be doing:
Assist in preparing comprehensive briefs for major and minor capital projects in consultation with services and Capital & Estates personnel and advisors.
Prepare budgets for proposed capital work programmes, ensuring projects stay within budgets.
Manage Minor Works lists, select contractors for bidding, and recommend tenders for acceptance.
Ensure compliance with EU procurement and financial regulations.
Supervise staff and contractors during project implementation.
Provide technical support to service personnel and other stakeholders.
Develop maintenance programmes for buildings, services, and equipment in consultation with relevant officers.
Define maintenance requirements and prioritize resource allocation.
Develop plans and contract arrangements for maintenance activities.
Assist in defining requirements for equipment and building maintenance, emphasizing ease of maintenance and operation.
Recommend awards of maintenance contracts to external contractors where appropriate.
Supervise staff and contractors to ensure maintenance standards are met.
Ensure buildings, services, and equipment are maintained according to plans.
Ensure compliance with regulatory requirements, licenses, and approvals.
Support property management activities and ensure property transactions meet statutory requirements.
Assess infrastructure and develop risk management procedures.
Ensure healthcare buildings meet HIQA standards and implement related protocols.
Advise on energy efficiency and monitor energy consumption.
Participate in environmental and safety initiatives and ensure regulatory compliance.
Identify, assess, and manage risks within their area.
Participate in performance reviews and the Health Services Transformation Programme.
Achieve project targets within budget and act as a spokesperson when required.
Develop good relationships with stakeholders and team members.
Support sustainability initiatives related to energy, water, and waste.
What you need to apply:
Hold a Level 8 or higher QQI major award in Architecture, Engineering, or Surveying, accredited by a relevant professional institute.
Full membership of a professional body such as the Society of Chartered Surveyors, RICS, Engineers Ireland, or RIAI.
At least five years of relevant experience in planning, design, project management, or building maintenance.
Demonstrate the knowledge and ability to perform the duties of the role effectively.
