This position is part of the department's refreshed structure, designed to better position us for future success.Basic Function:The Supervisor, Parks Operations is responsible for the implementation and supervision of recreational facilities building and plant maintenance programs, cemeteries, parks, trails, sports fields; community halls for associated day-to-day operations including scheduling equipment maintenance and repair, ice and water quality in arenas and pools, maintenance of supplies inventories, co-ordination of set-up requirements for permitted uses, staff and contracted services supervision, associated liaison, and facility inspection duties; and for responding to enquiries and resolving concerns related to operational mattersPosition Description:Supervise Parks and Facilities Maintenance staff ensuring level of service requirements including scheduling, training, performance evaluations, safety, discipline, authorizing payroll data and overtime requirements, and resolving staff concerns.Assess permanent and casual/student staffing needs, participate in the recruitment process, and prepare recommendations concerning selection of staffDevelop work schedules for contractors, staff and equipment for daily, weekly, monthly and yearly management activitiesAssist in developing a budget with senior staff for capital and operating capital projectsPerform administrative duties including records on employees, equipment, construction and maintenance projects to ensure accurate records are maintainedManage and supervise outside contractors, ensuring contractors are performing their duties as to standards set out in the contract, providing vendor evaluations when required.Effectively manage and safeguard the financial and material assets of the department.Source and purchase goods and services as required in accordance with Norfolk County's Purchasing By-law.Administer purchasing process through established policies and procedures.Comply with the county's administrative policies and technical and service standards and applicable regulations, building codes and legislation required for the construction, maintenance and operation of parks, trails, buildings and equipmentOversee work orders initiated by internal and external clients.Maintain service levels of grass cutting, garbage collection, horticultural services and playground/trail inspectionsLiaise with user groups and community organizations with the Parks, Recreation and Culture Management teamOversee parks turf management programAssist the Director, Parks, Recreation and Culture/Manager, Parks, Arenas and Marina Operations with the implementation of the Parks annual operation plan for parks maintenance and trails portfolioCollaborate with the Manager, Parks, Arenas, and Marina Operations in the development of marketing, promotion and communication strategies for parks, trails, marinas and arenasOther duties as assignedKnowledge and Experience:Post secondary education in Facility and Operations Management, Parks Administration, Landscape Architecture, Forestry, Horticulture or related equivalent disciplineMinimum of 2 years current related experience in a recreational facilities plant maintenance and operations capacity, including supervisory experience in a unionized environmentMust possess the Ontario Recreation Facilities Association (ORFA) Certified Ice Technician, Certified Aquatic Technician, Basic Refrigeration Certificate or obtain within first 18 months of employmentCertified Grounds Technician, Certified Building Management and Operations Technician, Certified Arena Refrigeration Plant Technician, Certified Recreation Facilities Professional would be considered an assetSkills and Abilities:Practical working knowledge of arena plant maintenance, pool filtration systems and chemistry, ice, pool and building cleaning equipment and methods, sound safety practices, applicable legislation/regulatory standards, and heating, air- conditioning and ventilations systems;
