Overview
Waterford City & County Council is seeking applications from suitably qualified candidates for the position of
Graduate Engineer
.
After the interview process, a panel may be formed for the post of Graduate Engineer from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Planning and Local Government.
This panel will exist for 12 months and may be extended for a further period of 12 months at the discretion of the Chief Executive.
A Graduate Engineer may be assigned to any service area of the Council including but not limited to Transportation, Housing, Community, Public Realm or Environment Departments.
The Graduate Engineer will work within a team with a view to gaining practical experience.
Responsibilities
Working as part of a team developing the implementation of civil engineering and multi-disciplinary programmes;
The planning, supervision and contract administration of construction / operations / maintenance works;
Conduct site inspections, surveys and technical evaluations;
Prepare technical reports, drawings, and specifications in line with project requirements and standards;
Ensure work complies with relevant regulations, health and safety standards, and guidelines;
Preparing reports, plans and maintain good records as required;
Ensuring an efficient and effective response to all stakeholders;
To communicate and liaise with team members, supervisors, members of the public and elected parties others in relation to operational matters in their section or area of work.
Any duties as assigned to them by their Line Manager.
Qualifications
The Minister for Housing, Planning, Community and Local Government has declared that with effect from 25 July 2025, the qualifications for the position of Graduate Engineer shall be as set out hereunder.
Character
- Each candidate must be of good character.
Health
- Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education, experience, etc.
- Candidates shall, on the latest date for receipt of completed applications:
hold at least an ordinary bachelors degree (level 7 or higher on the National Framework of Qualifications (NFQ)) in a relevant field of Engineering
OR hold an ordinary bachelors degree (level 7 or higher on the NFQ) AND a postgraduate masters degree (level 9 in the NFQ) in a relevant field of Engineering;
OR hold a masters degree (level 9 in the NFQ) in a relevant field of Engineering attained after completing an integrated masters level programme of at least 4 years duration and which is accredited at CEng level by Engineers Ireland or an equivalent accreditation body internationally.
It is desirable that candidates will demonstrate through their application form and at the interview the following:
Possess good organisation skills;
Demonstrate good engineering design skills and knowledge including analytical, conceptual and problem-solving;
Possess good IT and presentation skills including use of Autocad.
Knowledge of BIM or other 3D modelling systems will be an advantage;
Demonstrate understanding of good civil engineering practice and a good knowledge of the relevant regulations;
Have the ability to work on his/her own initiative, in an independent multi-disciplinary environment and without constant supervision;
Possess good interpersonal and communication skills and have the ability to engage with a wide range of people;
Have an awareness of Health and Safety and the relevant practices required to maintain same;
Hold a full driving licence, Category "B", free from endorsement and provide their own motor vehicle for use in carrying out their duties and their motor insurance policy must indemnify the Council.
