Flood and Coastal Risk Officer – Grade II

Base pay range
This range is provided by Office of Public Works.

Base location
Successful candidates will be based in one of the OPW offices in Cork, Dublin, Galway, Louth, Mayo, Meath, Westmeath or Wexford.
Responsibilities
Managing, advising on and undertaking flood and coastal risk management and hydrometric related projects and programmes, using internal and external resources as appropriate, including technical analysis and review.
Leading and directing the work of a project team, managing human, budgetary and other resources, monitoring work programmes and cost estimates, and reporting progress regularly.
Procuring and managing outsourced service providers, including briefs, tender assessment and monitoring delivery to ensure value and service.
Engaging with internal and external stakeholders and building relationships to promote effective service delivery by the OPW; representing the OPW on relevant committees/groups when required.
Managing and monitoring Health and Safety in compliance with relevant legislation.
Assisting in maintaining and developing management and internal work systems.
Advising on and promoting best practice in flood and coastal risk management and hydrometrics in Ireland.
Qualifications
Essential: Candidates must have on or before Thursday, 4 September 2025:
A qualification at minimum Level 8 (honours bachelor's degree) on the National Framework of Qualifications (NFQ) or NARIC Ireland Foreign Qualifications equivalent in Civil Engineering, Geography or Geoscience, or in a similar discipline such as Environmental Science, Environmental Management, Environmental Engineering, Earth and Ocean Science, or Climate Change.
A minimum of four years relevant post-qualification experience in at least two of the following areas: flood risk assessment and management; hydrology and hydrological analysis; hydrometric data collection and processing; river engineering, hydraulics and flood mapping; coastal processes and analysis; surveying and remote sensing; GIS.
Candidates must also be able to demonstrate:
Experience in planning and delivery of projects including budget oversight and timelines.
Knowledge of Safety, Health and Welfare at Work legislation with the ability to manage and monitor Health and Safety to a high standard.
Good problem solving skills with the ability to critically analyse technical information and develop clear insights and practical solutions.
The ability to work independently and to manage, motivate and support others.
Excellent organisational skills and attention to detail with the ability to handle multiple assignments and changing priorities.
Excellent written and verbal communication skills, including the ability to communicate technical information to a non-technical audience.
Excellent interpersonal skills with the ability to build and maintain effective working relationships with internal and external stakeholders at all levels.
Good IT skills with proficiency in Microsoft Office and a knowledge of creating, managing, analysing and disseminating digital data.
A commitment to Continuous Professional Development (CPD).
Experience of working with quality systems and continuous improvement in environmental best practice and procedures.
Ability to manage procurement processes.
A proven ability to maintain, develop, and implement management and internal work systems.
A current full driving licence (Category B), valid in Ireland and access to a car.
