Location: Dublin Simon Community Service Sites, Blessington Street Office
To lead the design, delivery, and evaluation of a strategic pilot project implementing a trauma-informed practice (TIP) framework across Dublin and Dundalk Simon Community's services.
This leadership role will drive cultural and systemic change by embedding trauma-informed principles into organisational culture, service delivery, staff development, and client engagement.
As the champion of this pilot, the TIP Manager will generate learning, evidence, and momentum to inform a potential organisation-wide rollout—positioning the project as a catalyst for long-term, values-driven transformation.
Key Responsibilities:
Charing the project's Steering Group and reporting to the Group's Sponsor, the TIP Manager will be responsible for embedding trauma-informed principles into service delivery, staff development, and client engagement.
Driving the initial two-year pilot programme focused on embedding trauma-informed practice across four key services within the organisation.
Lead the strategic vision for scaling trauma-informed practice beyond the initial four pilot services, with the long-term aim of embedding consistent TIP approaches and reporting structures across all frontline services; ensuring that all staff and clients within Dublin Simon can access and expect high-quality, trauma-informed care and support.
Develop and manage project plans, timelines, budgets, and risk registers.
Focus should include Policy review and implementation, training, measuring outcomes, practise and environment through a TIP lens.
Management and oversight of any tendering processes that may form a part of this project.
Stakeholder Engagement
Collaborate with internal stakeholders including service managers, frontline staff, HR, and training teams.
Liaise with external consultants, funders, and trauma-informed care experts.
Change Management
Champion a culture of empathy, safety, and empowerment across the organisation.
Support teams through change processes, ensuring staff are engaged and supported.
Oversee and ensure the changes are long lasting and reportable
Include all relevant senior management in any decision on change in advance of implementation.
Training & Capacity Building
Oversee the development and delivery of trauma-informed training programmes.
Support the integration of trauma-informed approaches into staff induction and ongoing professional development.
Liaise regularly and directly with existing HR and Learning and Development Team.
Liaise regularly and directly with the pilot sites teams to ensure oversight.
Monitoring, Evaluation, & Reporting
Develop and implement evaluation frameworks to measure impact and outcomes.
Prepare regular progress reports for internal and external stakeholders.
Use data to inform continuous improvement and sustainability planning.
Immediate reporting of any and all gaps and blocks to the implementation of this pilot.
Part of this role may ask the candidate to present the ongoing progress of the pilot to stakeholders, executive management team and the CEO.
Person Specification:
Strong strategic thinking and planning skills, with the ability to translate trauma-informed principles into practical, scalable actions.
Proven ability to engage, influence, and collaborate with a wide range of stakeholders, including senior leaders, frontline staff, and external partners.
Skilled in monitoring progress, evaluating impact, and using data and feedback to inform continuous improvement.
A values-driven leader with a flexible, proactive mindset and a commitment to learning, reflection, and inclusive leadership.
Essential Qualifications and Experience
A relevant third-level qualification (e.g. in social care, psychology, health, education, community development, or a related field).
Proven experience in leading or managing projects, programmes, or service development initiatives, ideally involving cultural or practice change.
Demonstrated understanding of trauma-informed practice and its application in frontline services.
Experience working in or alongside community, health, or social care services.
Strong skills in stakeholder engagement, team coordination, and cross-functional collaboration.
Experience in monitoring, evaluating, and reporting on project outcomes and impact.
Excellent communication skills, both written and verbal, with the ability to influence and inspire others.
Confident in using digital tools for project management, communication, and reporting.
Desirable Qualifications and Experience
Postgraduate qualification in leadership, project management, or a relevant specialist area (e.g. trauma studies, organisational change).
Experience delivering or facilitating training or reflective practice sessions.
Familiarity with quality improvement methodologies or change management frameworks.
Knowledge of relevant national policy and best practice in trauma-informed care.
Experience working with or reporting to steering groups, funders, or governance bodies.
Experience working with people affected by homelessness, addiction, or mental health challenges.
Familiarity with Dublin Simon Community's values and service models.
