Overall Purpose of Position
The postholder has overall responsibility for the operation of the services to adults in their area of responsibility, including hubs, supported employment, home support, supported living, and any other services that may be developed in the area of assignment in the future.
In line with the ethos and policies of CoAction, relevant legislation and HSE policies, and in particular New Directions, the Coordinator will lead and motivate the staff team to deliver the best possible service to the people we support.
In particular, the postholder will be responsible for ensuring staff work in partnership with each individual's circle of support to identify the will and preference of each person being supported and the elements each partner in the circle, in particular the family and CoAction, will be responsible for delivering.
The Coordinator will work with the Area Manager, Director of Services, Quality & Training Manager and other relevant colleagues in reviewing and reconfiguring current services and developing new services in the context of the pandemic, in response to identified needs, best practice and national policy and in line with available funding and resources.
The Coordinator will be required to prepare and submit reports / updates at regular intervals.
Hours of work will be 37 hours per week.
Some evening work will be required.
Main Responsibilities
Service Provision
Ensure that the individual needs of each person enrolled in the service are regularly reviewed and assessed through the use of the agreed person-centred planning tool and in conjunction with the multi-disciplinary team (MDT) as appropriate.
Guide and motivate staff in the implementation of goals identified in each individual's plan and in the delivery of supports.
Oversee the co-ordination of all services in the area of responsibility.
Ensure each of the hubs are operating in line with HSE New Directions Policy and Standards.
Guide staff in ensuring compliance with legal and accreditation requirements, and promote a culture of best practice in all areas of the service.
Participate in the On-Call system.
Attend case review meetings, case conferences and Referral & Enrolment meetings as required.
Maintain appropriate records and documentation in line with organisational policy, Salesforce NASS, and any other such systems that may be introduced from time to time.
Ensure that all safeguarding concerns, incidents and allegations of abuse are reported and responded to in line with organisational policy and procedures, HSE and Trust in Care requirements.
As part of a team, participate in the review, reconfiguration and development of services based upon identified needs in individual plans and as necessitated based on available funding and resources.
Promote a culture of active listening to and engagement with nominated persons, families, carers / significant others of the people we support so as to ensure any issues of concern, formal complaints, or concerns, are responded to appropriately and in a timely manner.
Regularly liaise with the multi-disciplinary team to ensure all referrals are managed and prioritised appropriately.
HR Responsibilities
Carry out line management duties for the area of responsibility including regular communication and engagement with 'leads', formal staff supervision, staff appraisals, team building and staff retention/motivation conversations.
Ensure effective planning of staff rosters in all areas of responsibility with particular regard to ensuring the staffing levels and skill mix are appropriate to the support needs and the number of the people being supported in each service area.
Work with the line manager and HR in the recruitment, selection, induction, training and ongoing professional development of staff
Maintain appropriate staff records and documentation, including the ESS system, annual leave records, OWT's, rosters, timesheets etc.
Support and encourage clear, regular and effective communication amongst staff and in particular staff who support people across a number of settings.
Health, Safety & Risk Management Responsibilities
Ensure there the Health, Safety and Risk management requirements, as per relevant organisational policies and procedures and legislation are in place, managed and regularly reviewed within each service area within the area of assignment.
Responsible for Health & Safety for the Area of Responsibility as set out in the Safety Statement
Ensure all infection prevention and control measures required during the current pandemic are adhered to in line with public health guidance
Financial Management Responsibilities
Ensure there are appropriate financial management systems in place to manage the income and expenditure for each area of responsibility within the area of assignment with regular support and guidance from the Finance Manager.
Manage the overall budgets for the area of assignment as a whole and approve purchase orders and invoices.
Ensure there is a lead person in each service area to ensure all maintenance and repair issues are dealt with in a timely manner, ensuring buildings and transport are maintained to a high standard at all times.
Ensure that resources for the delivery of services are planned, sourced, deployed and managed with value for money in mind in agreement with the Line Manager and in line with organisational policy
Manage and approve expenditure in line with the Procurement Policy, including purchase orders, invoices, expensive claims, petty cash etc.
Manage and approve staff timesheets, ESS etc. in conjunction with the prevailing system.
Strategic Planning and Community Networking
Contribute to the development and delivery of service plans.
Submit reports as requested by the line manager, and attend regular meetings as required.
Continuously stay abreast of national and international developments and best practice in the provision of services to adults with intellectual disabilities and autism.
Represent CoAction at local area level, developing relationships and strong links with families, local communities and similar organisations
Attend training and development courses that support the postholder in their role, as identified and agreed with the Director of Services.
Undertake any other duties commensurate with this position.

Essential Qualifications:
Third level qualification in education, psychology or other relevant third level qualification.
Essential Skills
Leadership and supervision: proven ability in leading a team of staff and supervising their day to day performance.
Coordinating services: proven ability to organise and coordinate a service.
Positive behaviour support planning.
Have a well-developed understanding of "individual planning" practices.
Planning and organisational skills including the ability to manage cases and prioritise multiple caseloads.
Personal planning for individuals, skilled in directly assessing individual learning and support needs, working with families, designing learning programmes.
An understanding of the philosophy and principles of the HSE's "New Directions".
IT proficiency.
Excellent communication skills, verbal and written.
Ability to work both within a team and independently.
Ability to use initiative, problem solve and decision making skills.
Demonstrate diplomacy, discretion and an ability to negotiate.
Demonstrate resource management skills.
Essential Experience:
Leading a team and/or coordinating a service within the education or disability sector - minimum of two years experience.
Designing and implementing individual support and learning plans for adults or children with autism and or intellectual disabilities - minimum of two years\' experience.
Experience in implementing change.
Desired Experience
Staff skills training.
Experience within an evidence based educational or training setting for children or adults with autism.
Experience developing and implementing a Behaviour Support Plan using Positive Behaviour Support.
Other requirements specific to the post
Access to own transport arrangement is required.
Satisfactory Garda clearance will be sought if not already on file.
