Work Unit:

This work unit oversees the strategic direction, program performance, and administrative operations for the seven regulatory programs within the Division.

Purpose of Position:

This position will administer the farm products dealer, commodity handler, and agricultural mediation programs, including management of the general operational and strategic direction.

Primary Duties:
  • Establish and monitor quarterly performance goals for inspections and assist in the licensing process.
  • Manage program expenditures and track revenue received.
  • Investigate consumer complaints and address questions by consumers about the program.
  • Train administrative and inspection staff on program rules, regulations, policies, etc.
  • Analyze the effectiveness of the regulatory procedures.
  • Evaluate inspection reports provided by inspectors.
  • Administer appropriate regulatory or enforcement action against licensees.
  • Advise administrative staff on delinquent license follow-up.
  • Testify on behalf of the department at administrative hearings and civil proceedings involving program regulations and products.
Industry and Consumer Outreach:
  • Attend conferences and training events
  • Conduct frequent field visits to interact with inspectors, licensees, and industry associations to gauge the effectiveness of the programs and to determine areas for improvement
  • Conduct speaking engagements at industry associations
  • Develop and maintain accurate and updated program materials, including printed materials, website content, and email blasts
  • Maintain a productive working relationship with regulatory programs from other states, federal agencies, and Colorado departments.
Federal Grant/Contract Management:
  • Oversees and manages the USDA Agricultural Mediation Program.
  • Management of this program includes:
    • Timely submission of grant applications and reports.
    • Ensure mediators are certified and trained 8 hours every two years.
Regulatory and Policy Analysis:
  • Annual review of the statutes, rules, and program processes to ensure they align.
  • Create rules and use the rule-making process to implement new regulatory requirements from new state and federal legislation.
Other Duties and Special Projects:
  • As necessary, program management will require additional duties similar to the job duties associated with this job classification.

Salary

BIWEEKLY: $3,443.08 - $4,131.69

ANNUALLY: $89,520.00 - $107,424.00

Minimum Qualification:

Proven Skills and Experience:

  • Eight (8) years of relevant agricultural experience to include
    • Two (2) years working with the grain warehouse industry.

OR

Education and Experience:

  • A combination of related education and/or relevant experience in agricultural equal to eight (8) years
    • Two (2) years working with the grain warehouse industry.

Preferred Qualifications:

  • Knowledge of agricultural industry and markets
  • Experience auditing an agricultural business
  • Experience in grain industry
  • Experience with Grant Management
  • Microsoft Office including Excel, Google Sheets, and other database software.
Conditions of Employment:
  • Must be a resident of Colorado at the time of application.
  • Must be in possession of a valid Colorado driver's license
  • Circumstances may require position to work outside of regular business hours.
Required Competencies (Knowledge, Skills and Abilities):
  • Knowledge of agricultural industry and markets
  • Excellent interpersonal, communication and public speaking skills.

  • Ability to write detail oriented reports based on analysis.
