About The Land Development Agency

The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn. The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country's largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government's Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

Role Purpose

This is a new role within the growing Asset Management Team offering the right candidate a fantastic opportunity to work on a wide range of transformative projects in a rapidly expanding organisation. Reporting to the Management Accountant, the role involves a broad range of management accounting, reporting and analytical responsibilities and involve working collaboratively with the Property & Asset Management, Finance and the wider LDA Team. The successful candidate will be tasked with oversight of operational finances and expenditure (both residential apartment blocks and land/sites) and will ideally have broad experience of cost analysis, budgeting and management accounting in addition to being an excellent team player with the drive, strong work ethic and adaptability to respond to the exciting challenges of the LDA mandate. The role provides the successful candidate with an opportunity to join a growing team in a dynamic environment with scope for development as the organisation evolves.

Key Responsibilities
  • Collate and analyse monthly expenditure in respect of all block and land management operations.
  • Analyse financial data and reports submitted by external block operations service providers.
  • Consolidate all operational expenditure data into an overall performance report for the portfolio of assets/apartment blocks.
  • Monitor financial KPIs in respect of block operations.
  • Provide variance analysis in respect of actual expenditure and block operational budgets.
  • Benchmark operating costs across the portfolio to identify variances, trends, and potential cost efficiencies.
  • Support the Management Accountant in the preparation of monthly overall Cost Rental financial performance.
  • Complete finance reconciliations and report on all costs associated with site/land management and security support services.
  • Assist in preparation of annual operating budgets for Asset Management.
  • Administration of purchase orders and invoices to ensure compliance with LDA's policies and procedures.
  • Assist Procurement and Accounts Payable teams to resolve queries on PO's and invoices.
  • Preparing weekly/monthly reports for internal meetings and project reviews as required.
  • Identify efficiencies in department processes and implement same.
  • Contribute to the development of appropriate Management Information Systems and the maintenance of information flow through those systems.
  • Build and manage relationships with internal and external stakeholders.
  • Other duties as may be required based on the evolving operational requirements of the LDA.
  • Proactively develop skills to ensure career development.
Person Specification
  • Minimum 2 years' Property Management Accounts experience.
  • Experience using either property or bookkeeping related IT systems and reports.
  • Proficiency in Microsoft Office applications, particularly Microsoft Excel.
  • Excellent relationship management skills (both internal and external).
  • Excellent attention to detail and highly organised and detail orientated.
  • Ability to work in an evolving and dynamic environment.
  • Ability to prioritise and to work independently; should be initiative-taking and action oriented.
  • Excellent communication skills – written and verbal in both day-to-day work as well as formal briefings.
  • Ability to work well within a team environment; solutions and results focused.
  • Knowledge and/or experience of public procurement would be an advantage.
  • Experience within the property/block management sector is a significant advantage.
