Summary of the Business

The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. The NTMA oversees several entities and units including the State Claims Agency (SCA), NewERA, Ireland Strategic Investment Fund, National Development Finance Agency and more. The NTMA is designated as the State Claims Agency (SCA) when performing the claims management and risk management functions delegated to it under the National Treasury Management Agency (Amendment) Act 2000. The SCA's principal objectives are: to manage delegated claims and counterclaims to keep liabilities at the lowest achievable level and to implement targeted risk programs to mitigate litigation costs for State authorities and healthcare enterprises.

Role Summary

The Privacy Officer, with expertise in data protection and privacy, will work as part of the SCA Privacy Team and assist across all aspects of the privacy work programme.

Principal Accountabilities

• Assist with maintaining and reviewing data protection governance documentation including privacy quality procedures, data protection policies, process templates, data protection impact assessments and SCA privacy notices
• Assist with data subject access requests and section 41 Garda requests and redaction of documents where appropriate
• Assist with ad-hoc queries from internal and external stakeholders
• Attend and provide administrative support to privacy related meetings, including tracking and follow up of actions
• Liaise with the operations team to provide the relevant Data Processing Agreement for signing
• Work with the operations team regarding relevant supplier onboarding queries
• Ensure that the relevant systems are kept up to date
• Prepare and deliver privacy training as requested and liaise with the SCA Training Manager
• Work with the Risk, Business Process and Compliance Unit on privacy matters, process audits and compliance matters
• Keep up to date with recent privacy case law and legislative developments

Knowledge

• Third Level Degree
• Minimum of 3 years' experience in a privacy role
• Knowledge of Data Protection Legislation, ideally with a DP qualification
• Strong IT skills including Microsoft Office suite
