Base pay rangeBackground:
The roads capital programme and regional management department is responsible for the delivery of the Roads Capital funded programmed, TII's Active travel programme and the Greenway programme. This is delivered on a regional basis by a Regional Management team led by the respective Regional Manager. The teams are responsible for the management, promotion, and delivery of the projects in their regions. This includes responsibility for the National Regional Offices (NROs) and Project offices and delivery of the roads, active travel, and greenway projects with the assistance of the Local Authorities.
The department is responsible for the delivery of Major projects as set out in the NDP 2021 to 2030 in accordance with the TII Project Management Guidelines, processes, and procedures. In addition, the Regional managers support the delivery of all other capital projects in their region including Greenways, minor realignments, pavement, safety schemes and design and construction of sections of the cycling network.
The portfolio management unit supports the Regional Management teams in the overall co-ordination of the various programmes. The unit is also responsible for stakeholder engagement and internal co-ordination with the various units in TII.
General Responsibilities
- Assisting the Regional Manager and Senior Engineering Inspector in the delivery of the Safety, Minors, Majors, Active Travel and Greenways programme in the region.
- Internal coordination and external stakeholder management to support delivery
- Set up and attend at meetings, as required to deliver programme milestones.
- Review and comment on all drafts of documents associated with scheme delivery including involvement in Peer reviews, lessons learned and risk management workshops.
- Ensure that reports destined for regulatory and financing agencies are consistently of a high degree of accuracy, quality, and reliability.
- Assist in the development of plans, including multi-annual plans aimed at securing future funds for TII's programme of work.
- Deal with general correspondence, parliamentary questions, and FOI requests.
- Promote and monitor the delivery of the projects and report on progress as required.
- Facilitate internal and external audits.
- In conjunction with the Senior Engineering Inspector, oversee delivery of the Annual Capital Programme of works for assigned counties
- In conjunction with the Senior Engineering Inspector, agree annual milestones with the local authorities, National Roads Offices, and project offices for Regional Manager approval.
- Attend meetings as requested by Regional Manager / Senior Engineering Inspector with delegations from the local authorities and other bodies.
- Interface and provide technical advice on planning applications within the region.
- Ensure compliance with relevant national and TII policies and with TII standards for design, procurement, construction, contract monitoring and maintenance. Reporting on any variations from policies and standards.
- Assist the Regional Manager / Senior Engineering Inspector in developing and recommending annual grant allocations.
All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation.
Education & Experience
The successful candidate will be required to demonstrate the key competencies for a Grade 2 position as identified in Appendix A, as well as the following job-specific requirements:
- Degree or third level professional qualification (NFQ Level 8 or equivalent) in Engineering
- 5 years' post graduate experience in civil engineering including experience in the design and/or delivery of infrastructure projects
- Be a Chartered Engineer with Engineers Ireland, or be professionally registered at an equivalent level with an equivalent organisation, or be in a position to attain registration within two years from appointment to the position.
- Technical awareness of road engineering and project delivery
- A high standard of technical training, analytical skills and IT proficiency
- An ability to lead and motivate others to deliver objectives
- Proven experience in working within a multi-disciplinary team and working with internal and external stakeholders.
- A strong commitment to road safety, public safety and to the safety of those working for TII and on behalf of TII
- Effective people and relationship management ability
- Excellent communication skills (verbal, written and presentation)
- Effective decision maker and ability to work on own initiative
- Fluency in the English language, both written and oral
- A good understanding of the public sector working environment.
- Currently hold and maintain a full driving license.
