Our client the Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. The LDA is currently advancing work on more than 20 State lands sites, with the capacity to deliver more than 5,000 homes. It is also delivering affordable housing by working with the private sector on an initiative called 'Project Tosaigh', which will yield a further 5,000 homes.

The Role

Reporting to the Head of Construction, the Construction Lead will be responsible for driving the LDA's Construction delivery. The Construction Lead role is a critical support to growing that number to meet our goals. This role is a member of the management team for the overall construction team and will have people management responsibilities.

Key Responsibilities will include:

  1. Focusing on Direct Delivery & Project Tosaigh projects, ensuring that all projects are collectively and individually delivered safely, on time, on budget and in line with the quality requirements of the Agency.
  2. Providing a clear leadership voice and management support to other relevant LDA staff in delivery of their tasks, such as planning issues, early design or project/task planning, communications, contract preparations, negotiations and relationship management.
  3. Maintaining an open mindset and providing key support to manage the ongoing change and development of the staff, stakeholders and projects of the LDA.
  4. Ensuring appropriate high levels of communication and coordination with all stakeholders, partner organisations (such as LA's, Irish Water, NTA etc.), designers and contractors, using both formal governance/contract structures and informal channels as required.
  5. Protecting the Agency's interests through expertise in capital works procurement and contract design.

Required Knowledge, Skills and Experience:

  1. Degree Qualified with a Minimum of 10 years working on delivery of construction/development projects and a proven track record of delivering large-scale residential construction projects on-time and on-budget.
  2. Experience of SHEQ obligations for construction projects; ensuring policies are implemented on projects within assigned responsibilities.
  3. Proven track record in team leadership and management skills (internal and external).
  4. Excellent written and oral communication skills, especially in the making and delivery of reports on delegated activities.
  5. Pre-construction experience regarding efficiency and value engineering.
  6. Assisting with strategy and input to the construction aspects of proposals within assigned responsibilities.
  7. Establishing and maintaining effective communication and coordination between construction site(s) & construction team.
  8. For assigned projects, the Construction Lead will be the primary local construction contact for LDA, reviewing the project construction managers performance and the performance of external stakeholders.
