Overview

The Charities Regulator is currently recruiting for a Director of Business Services – Principal Officer level. This is a critical leadership role reporting directly to the CEO (and deputising for the CEO from time to time), with close involvement with the Board and cross-divisional support to the organisation's units. The successful candidate will be a key member of the senior leadership team, building capacity to deliver statutory functions and supporting the achievement of strategic objectives. The role requires an experienced senior manager with vision, strategic leadership and strong communication skills, and a working knowledge across governance, financial management, human resources, IT, risk management and strategic planning.



Key responsibilities
  • Supporting the Chief Executive through strategic leadership, effective relationship management, and engagement with key stakeholders including the parent department, other public bodies, sectoral interests and service providers.
  • Leading the business services function of the Regulator – delivering Finance, Corporate Affairs, Information Management and Technology, and Human Resources services.
  • Contributing to strategic focus and outcomes by the Regulator, including working closely with the senior leadership team to deliver on strategy.
  • Ensuring the provision of excellent services to the Board through its secretariat and other supports consistent with good governance.

About you — Essential experience, skills, knowledge and qualifications

The Charities Regulator is seeking to appoint an individual who possesses the following to a level appropriate to the role of Principal Officer.

  • A relevant qualification at level 8 or higher on the National Framework of Qualifications
  • At least 7 years' experience in a senior leadership role, ideally in a complex environment, managing multiple projects with a range of stakeholders, with a proven track record of linking service delivery to strategic objectives
  • Proven ability to exercise sound judgment, analytical thinking, and problem solving/decision making skills
  • Strong leadership qualities with a proven ability to build and develop high-functioning teams
  • Excellent communication and stakeholder engagement skills with the ability to influence and work effectively with a broad range of internal and external stakeholders
  • High levels of competency in Finance, HR and IT
  • Sound judgment, problem solving and decision-making skills
  • Self-motivation, commitment and energy, with a passion to serve and protect the public interest
  • Ambition to deliver on demanding strategic development targets with strong personal and professional credibility
  • An understanding of budgetary responsibility, including general corporate financial processes
  • An appreciation of public service values


Desirable experience, knowledge and skills
  • An understanding of the charity sector
  • Experience at a senior level in the public sector
  • A strong understanding of public sector procurement
  • Experience of leading Corporate Services functions, including Finance, Human Resources, ICT, Procurement, with the ability to quickly understand the Organisation's role and objectives and the context within which it operates
  • Knowledge and experience of dealing with complex ICT systems and interface with partner organisations and departments
  • Evidence of ongoing professional and personal development
  • Fluency in or working knowledge of the Irish language is desirable, but not required
