Job Title

Public Sector Project Manager - Associate Director/Manager - Consulting

This role focuses on leading and overseeing public sector engagements within Grant Thornton's Consulting practice, including project management, change, and innovation efforts. The role is suitable for candidates with experience in public sector transformation, policy implementation, regulatory change, or large-scale government programmes.

Roles & Responsibilities
  • Collaborate within a multi-disciplinary team to deliver and manage projects across key public sector initiatives.
  • Project Management Delivery: provide strategic leadership in the delivery of complex public sector projects and programmes, ensure high-quality outputs, and meet tight deadlines.
  • Define and manage projects across all stages of the project life cycle, from initiation to implementation and evaluation.
  • Lead and mentor cross-functional teams spanning multiple departments, agencies and functions.
  • Develop project plans, define roles and responsibilities, and create clear communication strategies for diverse stakeholders.
  • Identify and implement innovative process improvements within a public service context.
  • Business Development: build trusted senior client relationships and position Grant Thornton as a partner of choice; liaise with government departments, agencies, and external partners to ensure alignment and collaboration.
  • Facilitate workshops to define project scopes, policy objectives, and business requirements; document and share outcomes with stakeholders.
  • Engage elected officials, senior civil servants, and external partners to drive project momentum and success.
  • Lead and direct business development initiatives, including preparing proposals and tenders for new public sector opportunities.
Education, Certifications & Experience
  • A third level degree with a strong academic record.
  • Project Management certification with demonstrated ability to apply best practices (e.g., Waterfall, Agile) to deliver measurable outcomes.
  • 10+ years of relevant experience with leadership at senior levels in Public Sector consulting or project delivery.
Skills & Competencies
  • Strong project and programme management experience leading large multi-disciplinary teams (clients, consultants, third-party vendors).
  • Experience leading large transformational projects and managing change in the Public Sector.
  • Extensive experience in the Public Sector with knowledge of governance, regulations and operations.
  • Proven track record of end-to-end project delivery across complex government or public service environments.
  • Ability to influence and advise senior government stakeholders and deliver operational outcomes.
  • Strong analytical and interpersonal skills; commitment to public service excellence and stakeholder relationships.
  • Ability to multi-task and meet deadlines in a dynamic policy/political environment.
  • Experience originating, leading and closing business development opportunities, including public sector tenders and bids.
  • Expertise in senior stakeholder engagement with government departments, agencies, and C-Suite/Senior Management.
  • Ability to balance big-picture thinking with attention to detail; curiosity for public sector reform and service improvement; creative, problem-solving mindset.
