Job Main Purpose:

Achieving the vision of Health & Wellbeing DAC will require exceptional levels of planning and management to deliver its key strategic change programmes.

Working within the Health & Wellbeing DAC Enterprise Programme Management Office (EPMO) and reporting to the H&W Head Strategic Development and Delivery, this role will have specific responsibility for the delivery of H&W’s Digital and First Contact programme which aligns to the overall Vhi Group Digital Health Strategy. The programme manager will work with Vhi Group’s IT team to define, plan and deliver the programme of work.

Dimensions and Empowerment:

 
  • Works closely with key stakeholders to ensure the successful design, development and delivery of new clinical services.
 
  • Works closely with members of the Clinical Groups, Executive Team, Clinical Leads, Commercial Leads and with the National Leads and business managers across the organisation, including Vhi Group colleagues, to plan and implement programmes of work.
 
  • Leads programme and project teams and facilitates working groups.
Works closely with other Programme Managers to ensure overall portfolio delivery and key dependencies on Digital programme are delivered

Key Responsibilities:

People, Culture and Leadership

 
  • As required, represent H&W in interfaces across the Group and with external stakeholders. Be a central player in moving forward the H&W Digital agenda.
  • Shape and design the Digital and First Contact programme to deliver on key strategic initiatives and ensure alignment with H&W business needs and overall Vhi Group Digital Health Strategy.
  • Define the programme plan, resource requirements and associated budget (with support from the Finance Business Partners) and align with Vhi Group IT resources.
  • Manage, track and report against programme plans, reporting progress to relevant committees / groups.
  • Develop and manage status reports for relevant programmes.
  • Support the Clinical and Operational Leads in the production of business cases, PIDs, proposals, design of service and other programme deliverables.
  • Define benefits and track benefits realisation in line with programmatic approach.
  • Manage risks and issues across the programme and help to mitigate or escalate to relevant decisions makers to ensure programme remains on track.
  • Ensure effective governance and project management of projects.
  • Keep the patient and Vhi customer experience at the centre of all strategic, operational and programmatic decisions
  • Transition programmatic-based planning and reporting processes into business as usual as appropriate.
  • Build strong relationships across the organisation particularly with the IT team to enable delivery of key goals.
  • Utilise a clear communication framework to ensure buy-in and engagement to the business plan.
  • Espouse the H&W culture, values and behaviours. Be a champion for these across the organisation.
  • Contribute as required to the overall work of the EPMO across the various programmes of work required to deliver on the Health & Wellbeing vision.
  • Work with people across the business to enable them to effectively contribute to the plan and to deliver on its objectives.
Quality & Excellence
  • Produce superior quality, Board-ready documents, reports and presentations.
  • Embed disciplined and experienced project planning and resource management across the H&W strategic delivery plan.
  • Measure the effectiveness of the H&W programme delivery processes and implement necessary adjustments with a focus on continual improvement.
  • Ensure cross organisational alignment of programme and manage dependencies and interdependencies.
Skills and Experience

Essential:
  • Minimum 8 years’ ICT/Digital programme / project management experience with at least 4 years in a programme managers role
  • Project management qualification / professional accreditation
  • Demonstrated experience producing Board / Executive-ready content
  • Experience in a clinical healthcare setting
  • Experience working in a formal PMO setting

Desirable:
  • Experience in Digital Health design and development
  • Master’s level business or similar qualification

Skills / Competencies:
  • Excellent interpersonal and communication skills
  • Proven team player with the ability to adapt to support the needs of the team
  • Strong organisational and planning skills
  • Excellent influencing and stakeholder management skills
  • Highly motivated with strong work ethic
  • Good presentation skills and confidence to present to senior leaders
