Everything you need to know about South Dublin County Council The role The Librarian is a professional frontline management position in South Dublin County Council and is assigned responsibility for the management of a public library or section within South Dublin Libraries. He/she will be responsible for the management and development of library services, staff, resources and buildings and will report to the County Librarian and/or library management team. The office is wholetime, permanent and pensionable. A panel will be formed to fill permanent and temporary vacancies. Persons employed will be required to work in any location within the South Dublin administrative area. Salary €50,206 - €51,705 - €53,236 - €54,799 - €56,374 - €58,209 (1st LS1) - €60,051 (2nd LSI). Hours of Work The successful candidates normal hours of work will be 35 hours per week including late evenings and Saturday work. The Council reserves the right to alter your hours of work from time to time. Annual Leave Annual leave entitlement for this position is 30 days. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Each candidate must, on the latest date for receipt of completed application forms hold a degree (level 8 on the National Framework of Qualifications) in the area of Library and Information Studies. Desirable Education, training, experience Have had at least two years satisfactory experience of library work. be able to lead and manage a team effectively to achieve a common goal, ensuring strong governance standards and ethics standards are adhered to and maintained; be capable of working closely with other Council Departments and with outside agencies; demonstrate relevant administrative experience; have a career record that demonstrates an ability to manage and supervise staff; have a satisfactory knowledge of public service organisation in Ireland; have a strong understanding of the role of the Librarian and of library services; understand the changing environment in which South Dublin County Council operates and be capable of adapting to change in order to deliver quality services to our citizens; be able to dentify opportunities for improvements in service delivery and to use key performance indicators or other performance indicators effectively as appropriate; assist and support in the development and delivery of library policies; development programmes, plans and strategies; have the ability to provide excellent customer services and have a good understanding of South Dublin County Councils Customer Service Plan and Citizens Charter; have the ability to motivate, empower and encourage staff under his/her control to achieve maximum performance by supporting the current Performance Management and Development System (PMDS); manage, train and supervise employees in supporting roles up to the position/grade of Senior Library Assistant including assigning duties and workload, managing annual leave and staffing levels; have strong interpersonal and communications skills; have a good understanding of the role of digital technologies in the delivery of public library services; be self-motivated with ability to work on own initiative; have the ability to prepare and manage budgets; have good knowledge and awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace; have an understanding of the role and duties of managers in safety management in the workplace; be able to deputise for the Executive Librarian as required; to undertake any other duties of a similar level and responsibility within the Library service, as may be required, or assigned, from time to time. Duties The duties include, but are not limited to the following: The duties of the Librarian will be consistent with the provision of a modern public library service that is responsive to the changing requirements of customers of all ages and abilities. The duties will include but are not limited to: general branch management and development; be able to lead and manage a team effectively; provide access to information; circulation control; collection development and user education; assist in the development of library policies; development programmes, plans and strategies; management of information systems and services; organising and promoting events including use of social media; prepare and manage budgets including cash management to undertake any other duties of a similar level and responsibilities that may be required from time to time.
