The National Screening Service (NSS) was established by the Minister for Health and Children in January 2007. It was formed in response to a national cancer strategy which advocated for a comprehensive cancer control programme. Today, the NSS is part of the Health Service Executive (HSE). It is a priority for us in the NSS that all eligible people can access our services. The NSS works with many different screening partners to enable this to happen.

The National Screening Service (NSS) delivers four national population-based screening programmes – for cervical, breast and bowel screening and for detecting sight-threatening retinopathy in people with diabetes.
Our programmes focus on looking for early signs of disease in healthy people, so that we can:
- detect health issues early
- help prevent disease
- ensure that anyone who does develop the disease being screened for has the best chance of early, more effective treatment
- reduce people's risk of developing a disease or its complications
- support people in making informed decisions about their health

About the role:
- Act as a key stakeholder in delivering the programme's Standards for Quality Assurance in Colorectal Screening, ensuring alignment with Key Performance Indicators (KPIs) and strategic objectives.
- Provide comprehensive business support to programme management, including drafting and submitting business cases for funding proposals or new service applications, as well as preparing programme memorandums of understanding.
- Analyse programme data and compile detailed monthly, quarterly, annual, and ad hoc reports as required by programme management.
- Serve as one of the primary relationship managers for BowelScreen, maintaining strong partnerships with external clinical and non-clinical stakeholders, as well as service delivery partners such as screening colonoscopy units, designated cancer centres (for histopathology, CT colonography, and surgery services), and call management services.
- Optimise the efficient operation of all BowelScreen-related clinical services by liaising with stakeholders to ensure effective coordination, supporting the development and monitoring of performance and quality standards, and tracking key performance indicators.
Responsibilities:
The position of Grade VII, Senior Programme Coordinator encompasses both managerial and administrative responsibilities which include the following:
Strategic Operations and Planning:
- Draft and submit business cases to Programme Management in relation to proposals to support funding/new service applications.
- Lead on the development, implementation and updating of BowelScreen Programme projects as required by BowelScreen Programme Management.
- Build effective alliances and constructive working relationships with the wider NSS and other areas of the HSE and externally to support and build capacity for the implementation of projects.
- Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role, for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards as appropriate.
Minimum Requirements:
Have two years satisfactory experience in an office under the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 at a level not lower than that of Grade IV (or equivalent).
And
Have not less than two years satisfactory experience either in that office or in an office at a level not lower than that of Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004.
And
Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.
