Role Summary:
The HR Manager is a senior leadership role within the HR function, responsible for the delivery of consistent, high-quality HR services across clients’ sites. As the most senior HR leader after the HR Director, this role is pivotal in ensuring HR operational excellence, building team capability, and enabling a high-performance, values-led culture. Leading a multidisciplinary team of HR professionals, the HR Manager translates strategic direction into day-to-day practice, drives team accountability, and partners closely with operational leadership to embed people strategies that enable growth, compliance, and colleague engagement.

Duties/Responsibilities:

Leadership & Functional Management



Lead and manage the performance, development, and cohesion of the HR team, setting high standards for delivery, communication, and service.


Build a culture of ownership, pace, and accountability within the HR function.


Set clear goals, conduct regular 1:1s, performance reviews, and development planning across the team.


Develop and implement team processes that ensure timely, accurate and consistent HR delivery across the business.


Deputise for the HR Director on operational HR matters and represent the HR function at leadership meetings as required.




HR Operations & Process Excellence



Oversee the end-to-end delivery of HR operations including recruitment, onboarding, contract management, probation review, employee lifecycle processes, employee relations case management, performance management, employee engagement, compensation, benefits, and offboarding.


Ensure legal compliance and policy alignment across all sites, and readiness for audits, inspections, and reporting requirements.


Work with the HR team to ensure timely and accurate documentation, including contracts, HR letters, records and system updates.


Collaborate with Payroll to ensure accurate and timely processing of pay-related data, liaising with Finance as needed.


Ensure the consistent delivery of HR support to all service locations, including effective communication of policies, updates, and initiatives.


Build effective working relationships with hub managers, Centre Managers, and Operations to support site-level performance, employee engagement, and employee relations case management.


Identify opportunities for harmonisation and process improvement across geographies.


Maintain awareness of site-specific issues and partner with operations to support their resolution.




Employee Relations & Manager Capability



Act as the primary escalation point for moderate to high-risk ER issues, ensuring timely and compliant resolution.


Coach, support, and guide the HR team and Centre Managers in handling performance, conduct, absence, and welfare matters.


Support managers in maintaining a positive, fair, and legally compliant working environment across all centres.




Learning & Development



Oversee delivery of induction and onboarding programmes to ensure employees receive necessary training to perform their duties/responsibilities and embed clients culture and values from day one.


Oversee and manage the learning and development needs of the organisation, working with Operations and Quality teams to ensure training needs and requirements are addressed.


Partner with Operations and Quality teams to implement in-house development and leadership programmes and career pathways. 




Recruitment, Talent & Resourcing



Oversee the full recruitment lifecycle, ensuring effective workforce planning and pipeline management in collaboration with operations.


Strengthen relationships with colleges, institutions, and external partners to support resourcing.


Ensure recruitment practices align with compliance standards and employment law.


Monitor and report recruitment performance metrics, identifying areas for improvement.


Lead the implementation of colleague engagement initiatives, wellbeing campaigns, and communication plans.


Drive continuous feedback through surveys, pulse checks, and exit data, reporting insights and follow-up actions to the HR Director.


Promote and embed the clients’ values throughout the employee experience.


Own the maintenance and regular review of HR policies, ensuring alignment with Irish employment law and best practice.


Ensure HRIS data accuracy, GDPR compliance, and robust record-keeping practices.


Lead or support statutory and regulatory reporting (e.g. WRC inspections, Gender Pay Gap, Safety Statements).
