Overview Project Manager - Public sector building retrofit. This 18-month contract involves on-site work in Dublin 2 (2 days a week on site) with a 35-hour week. The role supports a Health Service Executive pilot initiative across ten sites, focusing on energy efficiency and decarbonisation retrofit in the public sector in alignment with national legislation, EU Directives, and the Public Sector Climate Action Strategy. The position reports to the Programme Manager and focuses on development and implementation of the programme and its team.
Responsibilities Provide planning and technical expertise to support the development and implementation of retrofit commissioning, as well as operation and maintenance schemes.
Monitor and track project progress through the lifecycle and support partners to meet requirements.
Evaluate projects and undertake quality assurance activities to validate completed works, including measurement and verification activities where applicable.
Collect, collate, and report on operational impact and learnings from delivered projects.
Prepare reports relating to programme outcomes, performance, and trend analysis.
Represent the organisation at meetings, site visits, events, including presentations and public speaking.
Develop and manage third-party resources as required.
Support procurement activities to appoint technical support resources for projects in line with public procurement guidelines.
Communicate with stakeholders; develop guidance materials, web content, webinars, case studies, and responses to enquiries.
Initiate and maintain relationships with stakeholder organisations.
Flexible working hours during certain periods.
Knowledge & Skills Proven project management skills with a proactive approach to scope, time, risk, cost, and quality management.
Excellent organisational skills and commitment to quality and continual improvement.
Strong analytical, problem-solving and interpretive abilities; able to think strategically on complex issues.
Excellent written and oral communication skills for public representation.
Strong interpersonal skills; ability to collaborate with colleagues and multi-disciplinary external stakeholders.
Ability to work on own initiative and meet deadlines/milestones.
Understanding of public sector operations and climate action mandates.
Experience & Qualifications Must haves:
A degree (min level 7 or greater) in a technical subject such as Engineering, Science or Building Services.
Three years’ relevant experience in this sector or in a similar role (postgraduate included).
Experience managing projects involving a diverse range of internal and external stakeholders.
A good understanding of energy efficiency, sustainability, and energy management in industry, commercial, or public sector.
Strong written and verbal communication skills (including report writing, presenting and public speaking) and ability to communicate complex concepts to non-technical audiences.
Knowledge of relevant directives/standards, e.g., Energy Performance of Buildings Directive, Irish Building Regulations.
Experience in energy-related decarbonisation, energy management systems or energy-efficient design and/or measurement and verification protocols.
Experience in budgeting and cost management.
Experience or knowledge of delivering positive customer experiences.
This is an 18-month contract with 2 on-site days per week in Dublin 2. A 35-hour working week with a supportive team and the opportunity to contribute to building retrofit within the HSE.
You must be legally able to work in Ireland for 18 months without sponsorship.
