Role:Senior Quantity Surveyor / Cost Manager Location:Dublin / Waterford / Hybrid Reporting To:Head of Cost Management and Procurement Terms: Permanent Contract 39 Hours per week Salary Range:€79,551 to €102,919 (Please note that offers are typically made at the beginning to mid-range of the advertised salary, based on skills and experience) Job Purpose: The Senior Quantity Surveyor/Cost Manager role has been created and expanded to respond to the growing scale and complexity of the projects and multi-tenure schemes that Respond are delivering in response to the corporate strategy and increased importance of Approved Housing Bodies in housing delivery under the previous and current versions of the Housing for All and similar strategies. The role will be focused on optimising Responds project cost management, supply chain and procurement processes to drive efficiency, compliance and quality within the Respond organisation. The role will involve close liaison and collaboration with both Development Managers and Housing and Asset Management colleagues together with Developer, Professional Advisor and Supply Chain partners. Core Duties and Responsibilities: Cost Management Contribute to development and implementation of cost management strategies that secure and deliver value for money across all projects. Review and appraise project cost proposals from inception including advice on value engineering processes and risk management assessments. Advise on construction cost and procurement matters at all stages of project development and delivery. Oversee and monitor the costs of entire procurement process, from initial proposals through to delivery and occupation. Assist in developing construction cost database and data capture and support integration in future assessment tools. Assist in development of tools and systems that will assist in data collection/capture and monitor scheme costs in an effective manner including identification of cost trends in schemes. Assist in implementation of robust change control processes and procedures including monitoring, tracking and advising on post-contract variations, changes, compensation events, etc. Implement robust cost reporting regimes and procedures. Assist and support Development Team, as required, in preparation and submission of funding applications and similar to Housing Finance Agency, Housing Agency, Local Authorities and other bodies at various junctures during project life cycles. Monitor and lead on cost and contractual matters in respect of Public Works Contract projects. Monitor and oversee tender and contractor appointments including reviewing Tender Report/Recommendations and benchmark against other development/cost information. Liaise with and monitor, in conjunction with Project Team, external consultants delivering value for money reports, payment recommendations/drawdowns and similar reports including implementation of standardised reporting templates, data presentation, graphics, etc. Advise and support in-house and external delivery teams on contractual matters and issues when they arise including contractual claims, assessment of potential risks, etc. Contribute to and lead on specific aspects of research and advise pertaining to industry matters such as: Sustainability, Modern Methods of Construction and Inflation trends. Procurement Assist in development and implementation of procurement strategies and procedures in respect of professional advisors, contractors and developers. Assist in training of Development Team in the implementation of agreed procurement strategies. Assist in evaluation and assessment of potential schemes based on agreed criteria in line with Respond and public procurement requirements. Assist in achieving compliance with Capital Works Management Framework and Public Works Contract requirements. Assist in review and development of bespoke contract agreements in line with organisations approved procurement and delivery strategies. Assist and support in-house and external appointed legal advisers in review of development agreements and building contracts as part of the wider Project Team. Monitor supplier performance and address any issues/disputes that may arise including and up to additional fee submissions and claims. Collaborate with and provide advice to internal stakeholders on procurement, frameworks, tender evaluation criteria and similar. Provide oversight and support on public procurement related documents such as ITTs, Tender & Schedules, SAQs, CFTs and similar and associated documents. Assist in ensuring project procurement and delivery to highest standard of compliance in accordance with Respond procurement policy and statutory requirements. Risk Management Assist in implementation of a cross divisional risk management strategy focussed on risk identification, oversight and mitigation. Lead in regular review and updating of Development Department Risk Register and preparation of Risk Reports for internal review/distribution. Implementation and delivery of risk focussed workshops at both a project level and overall Development Team level. Assist in liaison with Head of Compliance and other in-house teams on risk management strategies including assisting in identification of Development specific policies and compliance requirements. General Liaise with external stakeholders including Department of Housing, Housing Agency and Housing Finance Agency on project and workstream related matters and aspects. Attending meetings and workshops with internal and external stakeholders as required. Liaise and work collaboratively with Head of Cost Management and Procurement, Executive Head of Development, members of Development Department, Executive and other in-house departments. Assist in recruitment of support team members as required. Assist in development and implementation ofpersonnel development and upskilling. Assist in ensuring the highest standard of client and peer care and that business conduct is to the highest professional standard at all times. Maintain compliance with IT protocols, company data and information requirements. Contribute to Development department business plans and assist in implementation of relevant aspects pertaining to cost management, procurement and risk management. Contribute to and assist in the identification and delivery of marketing and/or business promotion opportunities. Experience/Education Qualification: More than 5 years post qualification experience required. Private and/or public sector experience beneficial. Professional Practice and/or Developer/Contractor side experience required. Chartered Registered Quantity Surveyor MSCSI and/or MRICS qualified. Post graduate further qualification in law, procurement or equivalent specialist areas beneficial. Technical Skills/Personal Attributes: Strong Technical skills in Cost Management and Procurement essential. Knowledge and understanding of Public Procurement strategies and requirements and Capital Works Management Framework/Public Works Contracts essential. Knowledge and understanding of Risk Management process would be beneficial. Excellent analytical skills and abilities; comfortable in managing, interpreting and manipulating of data. Strategic thinker; evidence of operating in a social housing setting would be beneficial. Knowledge and understanding of funding models and approvals processes would be beneficial. Strong and proficient IT skills across wide range of operating systems/software packages. Desired Skills/Attributes: Strong negotiation skills whilst empathetic, customer and results focussed. Proven leadership and team management skills. Track record in achievement of delivery. Good organisational, planning and problem-solving skills. Excellent communication, presentation and interpersonal skills. Record of developing and successfully managing relationships with partners, external stakeholders and funders. Attention to detail and ability to work under pressure to challenging timelines. Motivated and passionate. Travel: Travel to project sites and Respond offices will be required own transport will be required with costs reimbursed through the Respond expenses reimbursement protocols.
