The National Gallery of Ireland (‘the Gallery’) is Ireland’s major national cultural institution devoted to the collection and care of fine art. Comprising over 17,000 paintings, drawings, watercolours, miniatures, prints, sculpture and decorative arts, the institution's extensive holdings include masterpieces by many of the most celebrated figures in the history of western European art. In addition, the Gallery houses the most representative collection in the world of historic Irish art.
Description
The Gallery wishes to recruit a Procurement Manager on a permanent basis. This role reports to the Head of Finance and Systems.
Responsibilities:
- Coordinate all procurement activities for the Gallery while ensuring adherence to corporate and Public Procurement Guidelines for Goods and Services;
- Provide expert guidance, advice and direction in relation to Gallery wide procurement, including the preparation and execution of procurement activities in line with Procurement Policy and current regulation/legislation;
- Review and approve draft RFTs prior to publication and selection reports;
- Be responsible for Procurement Governance and adherence to Public Procurement Guidelines, including the development of Procurement Policies and reporting on non-compliance;
- Provide prompt and accurate advice on procurement related compliance matters and develop in-house manuals on using the E-tenders procurement website;
- Ensure procurement training is rolled out throughout the Gallery at all levels;
- Coordinate the maintenance of all relevant procurement records;
- Work on own initiative and as part of a team to pursue continuous improvements and best practice in procurement;
- Liaise with Office of Government Procurement (OGP) to ensure utilisation of all large central procurements;
- Assist with the development of the annual procurement plan, ensuring regular review and reporting to the Executive Leadership Team and Board;
- Maintain the Contracts Register;
- Monitor purchase orders and supplier accounts for compliance with procurement guidelines and best practices;
- Assist with the development and implementation of value for money reviews;
- Liaise with external (Comptroller & Auditor General) and internal auditors on procurement matters;
- Perform any other duties relevant to the role and grade as assigned by management.
The successful candidate will have:
- A minimum of three years’ experience in a procurement role or related area;
- A thorough knowledge of Public Sector procurement guidelines and regulations is desirable but not essential;
- Experience in developing and implementing procurement policies and procedures;
- A good working knowledge of the eTenders.gov.ie platform;
- Detailed experience managing the full end-to-end tender process from specification to contract award;
- A third level or equivalent qualification in a general business, financial or Corporate field;
- Knowledge/Experience in the Public Sector;
- Strong project management and organisation skills, and knowledge of business process management;

Conditions of employment
This role is subject to a satisfactory medical check and successful completion of a probationary period. Applicants must be fluent in English and eligible to work in Ireland.
Eligible candidates must be:
1. A citizen of the European Economic Area (EEA);
2. A citizen of the United Kingdom (UK);
3. A citizen of Switzerland;
4. A non-EEA citizen with Stamp 4 or Stamp 5 permission.
Job Details and Application Information
Grade and Salary: Salary is in accordance with point 1 of the Higher Executive Officer (PPC) pay scale, as per 1 October 2024 adjustments.
The successful candidate will be entitled to 29 days of annual leave pro rata.
Superannuation: The successful candidate will be placed on the public sector pension scheme.
Duration: Permanent.
Working hours: Full time, 5 days a week – 35 hours per week (net of breaks).
