Responsibilities
The Cancer Data Manager is a key member of the multidisciplinary cancer team. The overall aim of this post is to ensure the efficient and accurate collection and reporting of data relating to cancer internally and externally as required. The post holder will work with all members of the Multidisciplinary Team to ensure that data is collated and disseminated appropriately. The successful candidate will work collaboratively as part of the cancer data management team to support the mission and vision of Beaumont RCSI Cancer Centre.
- Facilitates and supports data collection and collation on cancer diagnosis, treatment, outcomes and cancer services activity in line with locally nationally defined data sets.
- Oversees the collection and analysis of data, interprets findings, prepares reports and participates in the presentation of findings and facilitation of actions needed to achieve improvement.
- Promotes accurate and relevant data collection for clinical audit ensuring requirements are not excessive or inappropriate.
- Maintains confidentiality and adheres to the requirements of information governance and complies with the Data Protection Act 2018, General Data Protection Regulation (GDPR) and hospital policies & procedures in the processing of data.
- Supports the cancer multidisciplinary meeting process.
- To provide end user support.
- To liaise with I.T. and system suppliers as appropriate.
- To assist with subsequent phases of development and implementation of enhancements to audit systems, including extension to other users.
- Provide cross functional cover for other data managers to ensure continuity of service.
Clinical Audit & Research
- Contributes to the design of clinical audits that are required of the clinical service(s).
- To be responsible for ensuring 100% capture rate and validation of cancer data on the cancer clinical audit information system.
- To work with consultants to analyse the outcomes of treatment.
- To ensure that data is extracted from patients’ medical records and to ensure that it is complete and accurate when entered onto the cancer clinical audit information system.
- To provide statistical reports from the cancer clinical audit information system.
- To co-ordinate the production of information in order to supply reports for specific purposes within and outside the hospital.
- To provide ongoing training for staff on the cancer clinical audit information system.
- To collect, record and collate patient data to meet reporting requirements to the National Cancer Control Programme, Beaumont Hospital and HIQA.
- To assist/partake in providing data to support research projects where relevant.
- To assist in supporting practice changes, and in tracking the impact of those changes through the provision of data.
- Participates in raising the profile of Clinical Audit and Data Management throughout the organisation.
- To work in collaboration with other Cancer Data Managers and provide support to the Data Management team.
Quality and Standards
- Develop and maintain in conjunction with relevant stakeholders, site specific standard operating procedures (SOPs) for the effective and efficient maintenance of data management systems using local and national templates.
- Working with the multidisciplinary team (MDT) to identify areas where key performance indicators (KPIs) are not being achieved and undertake corrective action.
- Develop systems to ensure relevant stakeholders are informed in a timely fashion of potential risk to achieving KPI’s.
- Participate in accreditation programmes as required.
- Establish effective communication networks with internal and external stakeholders and participate in development and change to communication processes.
- Ability to communicate with all levels of staff.
- Work as a member of the wider cancer multidisciplinary team - clinical teams, cancer data team, cancer services management and clinical governance.
- Adhere to hospital policy on confidentiality and data protection.
- Work with clinical and data management teams to produce relevant data regarding MDM activity.
- Informing new team members of cancer data process and standard operating procedure.
Personal Development
- In conjunction with line manager set and agree learning objectives to meet personal professional development goals and execution of the role.
- Participate in annual performance meetings with line manager.
- Develop in-depth knowledge and skills relevant for clinical cancer data, and providing awareness and feedback on opportunities to improve service delivery.

Qualifications
Mandatory
In exercise of the powers conferred on me by Section 22 of the Health Act 2004, I hereby approve the qualifications, as set out hereunder, for the appointment and continuing as Section Officer, Grade VI in the HSE.
1. Professional Qualifications, Experience, etc
(a) Eligible applicants will be those who on the closing date for the competition:
(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, otherstatutory health agencies, or a body which provides services on behalf of the HSEunder Section 38 of the Health Act 2004
Or
(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list ofsubjects in the Department of Education Leaving Certificate Examination, includingMathematics and English or Irish1. Candidates should have obtained at least GradeC on higher level papers in three subjects in that examination.
Or
(iii) Have completed a relevant examination at a comparable standard in any equivalentexamination in another jurisdiction.
Or
(iv) Hold a comparable and relevant third level qualification of at least level 6 on theNational Qualifications Framework maintained by Qualifications and QualityIreland, (QQI).Note1:
Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation levelpaper is not acceptable.
Candidates must have achieved these grades on the Leaving Certificate Established programmeor the Leaving Certificate Vocational programme.
The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

(b) Candidates must possess the requisite knowledge and ability, including a high standard ofsuitability, for the proper discharge of the office.
2. Age
Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (withinethe meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day ofthe month in which the latest date for receiving completed application forms for the office occurs.
3. Health
Candidates for and any person holding the office must be fully competent and capable ofundertaking the duties attached to the office and be in a state of health such as would indicate areasonable prospect of ability to render regular and efficient service.
4. Character
Candidates for and any person holding the office must be of good character.

1. Statutory Registration, Professional Qualifications, Experience, etc
(a) Eligible applicants will be those who on the closing date for the competition:(i) Are registered in the relevant division of the Register of Nurses & Midwivesmaintained by the Nursing and Midwifery Board of Ireland [NMBI] (BordAltranais agus Cnáimhseachais na hÉireann) or entitled to be so registered.
And
(ii) Have at least 5 years post registration experience (or an aggregrate of 5 yearsfulltime post registration experience) of which 2 years must be in the specialityor related area.
And
(iii) Have the clinical, managerial and administrative capacity to properly dischargethe functions of the role.
And
(iv) Candidates must demonstrate evidence of continuous professional development.
And
(b) Candidates must possess the requisite knowledge and ability including a high standard ofsuitability and clinical, managerial and administrative capacity to properly discharge thefunctions of the role.
2. Annual registration (i) On appointment, practitioners must maintain live annual registration on the relevantdivision of the Register of Nurses and Midwives maintained by the Nursing andMidwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).
And
(ii) Confirm annual registration with NMBI to the HSE by way of the annual PatientSafety Assurance Certificate (PSAC).
3. Health

4. Character

Desirable: Knowledge and Experience
- Previous experience managing healthcare data / clinical database
- Experience working in a clinical environment or as part of a clinical team
- Knowledge of OECI Cancer Accreditation Standards
- Postgraduate qualification in data management/data analytics
- Awareness of NCCP KPIs and National Cancer Strategy and Infrastructure
- Knowledge of cancer services and cancer MDM process
- Evidence of leading quality improvement initiatives, audit and preparing written reports is essential
- Effective time management skills to deliver on all requirements of the job specification
