Ø Nature of the Services Required – comprehensive description of the Client's requirements

• The Data Analyst (Senior) will play a lead role in ensuring that the data analysis, insights and visualisations required to support the Department, are presented in a format which enables the business owners to make decisions and recommendations to allow project progression.

• The Data Analyst (Senior) will integrate into the Data Office team, so will for example, attend morning standup meetings, align to Data Office work practices and provide direct updates from work items and projects to the IT Data Office team.

• The Data Analyst (Senior) will provide services alongside other internal department staff under the direction of a Senior Data Analytics Manager from the Data Office and will be required to provide services closely with other development teams, some of which may include external contractors.

Responsibilities

- Work directly with business nominated project leads and/or project business analyst to understand project business problem statement(s) and once agreed, distilling this down to data items which can assist in business decision making.

- Perform data profiling, and preparation of results and outputs of profiling analysis including visualisations. This will require a high level of technical proficiency in SQL and Python.

- Execution of data validation, cross matching between datasets, outlier identification and general data quality assessment activities

- Design and develop basic 'modelling scenarios' which take business defined rules, applies them to a dataset(s)/files and generates model outputs – 'what if' type analysis.

- Identify, analyse, interpret and communicate trends or patterns in complex datasets to both a technical and non-technical audience.

- Extract key messages from single/multiple data sets add present them in an appropriate format to the relevant audience in line with Department templates/standards.

- Development of accompanying data documentation which is robust and clear to support the data work items including basic data dictionary/column descriptor documents related to work items datasets.

- Facilitate knowledge transfer into the Departments IT Data Office team by allowing shadowing and/or holding walkthrough sessions as part quarterly team meetings.

- It is a mandatory requirement that the proposed Data Analyst (Senior) has equivalent experience at senior level i.e. 7+ years' experience.

- It is a mandatory requirement that the Resource proposed hold the following qualifications or equivalents:

- - Level 8 or higher NFQ qualification in Computer Science, Statistics, Informatics, Information Systems or related field.

A key overall aspect of each data delivery is the preparation and presentation of results and outputs of data analysis in a format suitable to enable ease of understanding for business stakeholders.

The following non-exhaustive list of Key Deliverables are applicable to this Role.

- Extract information via multiple complex SQL joins to various data stores and present insights via data visualisations that are aligned to emerging data visualisation standards.

- Assist and input into the design of the Departments Data Model to enable ingestion, transformation, cleansing and consolidation of data in a standardised format which can then be made available to business users

- Acquiring data from primary or secondary data sources and maintaining databases / data systems.

- Lead and review on the validation of proposed production data migration systems.

- Enhance data quality and data integrity across all datasets by identification of data anomalies via scripts which be integrated onto a new data quality monitoring framework

- Ensure that the Central Data Reporting platform operates at maximum performance efficiency by developing indexing strategies and regularly fine-tuning queries and so on.

- Follow defined IT Data Office Team processes and visualisation standards and contribute to their development via a continuous improvement process.

- Facilitate knowledge transfer into IT Data Office team by enabling shadowing, holding walkthrough sessions as required, and adequately commenting, documenting and sharing code.

- Report and update weekly to Senior Data Analytics Manager, on all assigned work including progress update, status of item, target date for completion and any risks or issues.

- Adhere to all department ICT security policies and procedures regarding network and security access as well as data protection compliance.

Requirements

Ø Key Experience/Competencies/Skillsets: The following Experience/Competencies/Skillsets are those considered most important for the proposed Data Analyst (Senior) resource. TOTAL – 600 MARKS

1. The practical use of advanced technical data analysis techniques to include writing and using complex SQL for extraction, manipulation, and data cleansing as well as query optimisation and, writing of complex stored procedures. (150 Marks available - Minimum 90 marks required)

2. The practical use of both Python and Microsoft Power BI to produce advanced data visualisations, which conform to broader visual and accessibility standards, and present key insights appropriate to the target audience. (200 Marks available - Minimum 120 marks required)

3. Demonstrate significant experience and ability to engage directly with business users and stakeholders in refining their data requirements and translating these into technical requirements which can be turned into specific data deliverables to solve day to day business problems. (150 Marks available - Minimum 90 marks required)

4. Demonstrate an ability to produce quality technical support documents, including appropriate code annotation and to carry out walkthrough of same with team members. Include any framework applied for maintaining technical documentation and any certification achieved in this area (if applicable). (100 Marks available - Minimum 60 marks required)
