Title of position: Engineer Grade 2 (Intelligent Transport Systems) Salary: €74,701 - €91,100 Background to Department / Role The Network Management Division is responsible for the management of the national road network, comprising approximately 5,300km of Irelands principal roads, including approximately 1,300km of motorways and dual carriageways. Intelligent Transport Systems (ITS) form an important part of the remit of the Network Operations section of Network Management. TII has a significant number of ITS devices across the national road network (over 3,500 units in all), including ~200 Variable Message Signs (VMS), ~160 Closed Circuit Television Cameras (CCTV), 350 Traffic Monitoring Units (TMU) as well as a Journey Time Measurement System (JTMS), Automatic Number Plate Recognition (ANPR) Cameras, Cooperative ITS Roadside units, Periodic Speed Limit (PSL) Signs, School Warning Signs, etc. This ITS equipment enables TII to monitor, control and disseminate traffic-related information to the travelling public. Reporting to the Senior Engineer ITS, the Engineer Grade 2 will be part of the ITS team responsible for managing and overseeing TIIs range of ITS equipment, including the deployment of new equipment, renewal of obsolete or defective units and maintenance programmes on the motorway and non-motorway networks. TIIs Strategic Asset Management Plan (SAMP) for the managed network published in 2023 forms the basis for the future management of our motorway assets and underpins the role of Engineer Grade 2 in the Network Operations Section. Role and Responsibilities The key areas of responsibilities for this role include: General Responsibilities Assist the Senior Engineer (ITS) in the preparation of annual budget allocations and the monitoring of programme expenditure, in accordance with the Public Spending Code and TII requirements and implement appropriate programme management and control measures; Develop strong and effective relationships with key stakeholders within and outside of TII, including colleagues in Network Management, TIIs Standards Section, Capital Programme Division, along with staff in Local Authorities, contractors / operators and technical service providers; Actively contribute to the Network Management Divisions risk management processes for Intelligent Transport Systems; Assist in ensuring compliance with TIIs governance obligations deriving from, inter alia, the Public Spending Code, the Code of Practice for the Governance of State Bodies and the TII Code of Practice. Intelligent Transport Systems (ITS) Reporting to the Senior Engineer - Intelligent Transport Systems (ITS), providing support in the oversight of the ITS Deployment, Renewal and Maintenance programmes including the Intelligent Transport Systems Equipment Maintenance Contract (ITSEMC), and supporting ITS Commission technical advisors; Maintain oversight of TIIs Asset and Fault Management System (AFMS) including assurance of data quality; Represent Network Operations on TIIs internal Data Protection and Cyber Security Committees; Represent and attend European funded and / or coordinated ITS meetings representing TII / Ireland ITS interests as required; Form part of TIIs Intelligent Transport System team to advance the development of Cooperative-ITS and Connected Vehicle technologies and to assist in the deployment of such technologies; Develop and maintain productive relationships with the Motorway Operations Control Centre (MOCC) and other relevant TII contractors such as Motorway Operators (including MMaRC and PPP), Local Authorities and National Roads Office (NRO) representatives, to facilitate the deployment and maintenance of ITS systems on the national road network; Work with colleagues in other Network Management activities, including MMaRCs, PPPs, pavement programme, bridge rehabilitation programme, winter operations, and signing and delineation programmes to ensure Intelligent Transport Systems are embedded in those operations as appropriate; Assist in ensuring that the objectives of TIIs Sustainability Implementation Plan, Climate Adaptation Strategy, Climate Action Roadmap and allied policies are reflected in the ITS programmes of activity; Assist in the management of service provider procurements in addition to providing technical assistance and oversight for active service provider commissions; Undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade. All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation. Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise. Education & Experience The successful candidate will be required to demonstrate thekey competencies for an Engineer Grade 2 position as identified in Appendix A, as well as the followingjob-specific requirements: Degree or 3rd level professional qualification (Irish NFQ Level 8) in an engineering or relevant allied discipline, with at least five years postgraduate experience; A minimum of three years experience in design, deployment and evaluation of Intelligent Transport System projects, at least part of which should relate to the supervision and contract administration of deployment or maintenance schemes is desirable. Familiarity with road maintenance and operations together with asset maintenance and management systems is desirable. Possess a good understanding of programme and project governance, project and contract management; Possess good risk, financial, technical, contract and stakeholder management capabilities as they relate to both Local Authority and contractor delivered works programmes; Possess an ability to contribute to specialist teams in the field of Intelligent Transport Systems, asset management, maintenance and road operations; Have a strong commitment to road user safety, to staff safety and to the safety of those working on behalf of TII; Have a strong commitment to the successful integration of sustainability and life cycle principles into operational and maintenance programmes in TII; Fluency in the English language, both written and oral; Excellent communications skills verbal and written; Currently hold and maintain a full driving licence.
