Programme Advisory Consultant – Join Turner & Townsend

Job Description
The Programme Advisory Consultant supports the Programme Advisory team under the Deputy Programme Director (DPD) of the project. You will conduct research, analyze trends, benchmark, and collaborate with senior team members to design and support the implementation of cross‑cutting programme initiatives that aid program delivery. A strong ability to think critically, manage multiple projects, and build relationships is essential.

Responsibilities

Assist the Programme Development Manager and Lead in designing and proposing solutions to challenges the project will face.

Support program delivery assignments such as organisation design, integration, delivery model formulation, strategy, innovation, and others.

Undertake policy research and economic analysis to support business case development.

Help the DPD team organise workshops, conduct qualitative and quantitative research, and produce economic models that outline current capability and required policy actions.

Interpret programme information and financial data, drawing appropriate conclusions.

Carry out relevant analysis and present findings, both written and orally.

Gather, verify, and analyse information to formulate views.

Work effectively as a team member by sharing responsibilities, providing support, maintaining communication, and updating senior members on progress.

Actively establish, maintain, and strengthen internal and external relationships.

Maintain and continuously upgrade technical knowledge and personal skills.

Prepare and participate in any progress meetings relevant to assignment delivery.

Support team‑building and knowledge‑sharing activities.

Qualifications

Strong academic performance and degree in a relevant discipline (e.g., engineering, business, economics, finance) from a reputable university.

1–3 years of experience in an advisory role, preferably with leading advisory firms.

Experience in economic and financial analysis, programme management, and the infrastructure sector.

Familiarity with infrastructure frameworks such as the Public Spending Code, Green Book, and Infrastructure Guidelines.

High awareness of government policies and guidelines.

Skills

Strategic and logical thinker with excellent analytical skills.

Expertise in research design techniques, econometric and financial analysis.

Proficiency in Microsoft Office; experience with PowerBI and MS Project desirable.

Strong writing ability to document and maintain technical standards, guidelines, and workflows.

Team‑oriented working style.
