Title of Position: Deputy Head of Procurement Salary: €81,552 - €107,065 Background Public procurement involves the acquisition of works, services and supplies and is regulated by EU directives and national law. The annual expenditure by the organisation is in the order of €1 billion. The Procurement Section is responsible for co-ordinating all procurements and updating all staff with changes to EU and national procurementrules, guidelines and practices. Consequently, the section provides training and issues documentation on procurement procedures, proformas and information on procurement issues. Procurement provides support services as necessary and is consulted on any matter relating to the interpretation of procurement guidelines and the interpretation of EU and national procurement rules. All procurement carried out by TII is governed by the following three key principles: Achievement of best value for money Compliance with EU Treaty principles, EU Directives, Irish Regulations and Government Guidelines Full transparency supported by audit-ready documentation. The Procurement Section is responsible for awarding up to 50 contracts/frameworks per year across all sections in TII and is now seeking to identify an enthusiastic and energetic Deputy Head of Procurement to play a vital part in this delivery on behalf of the organisation. ROLE, DUTIES AND RESPONSIBILITIES The Deputy Head of Procurement is responsible for delivering their own dedicated OJEU level procurement processes and providing assistance to the Head of Procurement in leading TIIs procurement team to support the procurement of all TIIs requirements for services, goods and works contracts across all divisions, while being cognisant of TIIs overall goals and objectives. The key areas of responsibilities for this role are: Managing or supporting the delivery of major TII procurement processes in accordance with EU Directives and TII Corporate Procurement Guidelines; Deputising for the Head of Procurement as required; Management of a number of staff in the Procurement Section, with responsibility for supporting staff Performance Management and Development; Managing the Procurement Sections input to external and internal audit and compliance processes including interaction with relevant stakeholders (TII Audit & Risk Committee, NTA appointed auditors, TII Internal Audit Unit, the Comptroller and Auditor General, etc.); Managing the in-house procurement monthly report, the tender tracking system, overseeing the requirements associated with the Procurement Sections Purchase Order remit, Supporting the Regional Design Offices and local authorities on procurement issues as they relate to TII-funded projects, where relevant; Supporting the MetroLink programme procurements as required; Managing negotiations as part of complex procurement processes in order to ensure successful contract signing and timely handover to relevant project managers; Promoting opportunities to implement sustainability, innovation and collaboration initiatives in accordance with TIIs Statement of Strategy, Sustainability Implementation Plan and associated Sustainability Implementation Group and the Annual Plan and Budget, while taking account of existing and emerging policies and legislation; Maintaining knowledge of industry trends, innovations and other relevant developments in the procurement environment and applying same in contributing to overall procurement function strategy; Contributing to and promoting corporate procurement standards and procedures and playing a key role in updating the Corporate Procurement Guidelines as required; Promoting and assisting the implementation of good practice in the context of ensuring value for money and appropriate and effective outsourcing and risk management; and Undertaking such tasks, activities or other duties as may be required or assigned appropriate to the grade. All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required across the organisation. Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise. Education & Experience The successful candidate will be required to demonstrate the key competencies for a Grade 1 position, as well as the following experience and job-specific requirements: third level qualification (HETAC Level 8 or equivalent minimum) in business, accountancy, law, procurement, engineering, quantity surveying or other related discipline deemed relevant to the role; Minimum seven years post qualification experience in a procurement, legal, financial, commercial, engineering or senior administrative role; Strong demonstrable experience in a senior procurement role or similar; Familiarity in public sector procurement practices considered advantageous; Extensive experience in the preparation of tender briefs, technical specifications, conducting tender evaluations, negotiations or contract management; Proven expertise in the delivery of high-value infrastructure tender processes or professional service projects from initiation through to successful contract award; Thorough knowledge of the EU Procurement directives and the national procurement legislation; Good understanding and ability to ensure that procurement team members files are audit ready; Strong experience in report writing and in numerical analysis; An ability to provide strong leadership to a multi-disciplinary evaluation board/team to gain consensus; Strong supervisory management skills; Excellent communication skills and fluency in the English language, both written and oral; Effective decision maker and ability to work on own initiative; Fosters positive can do attitude amongst the team and is an effective team player; Familiarity with the culture and organisation of TII Regional Offices, Government departments and State agencies such as the Office of Public Procurement is desirable.
