Title of Position: Senior Engineer Light Rail Network

Salary: €81,552 - €107,064

Background
The Senior Engineer in the Light Rail Network Management section is a senior role that will require leadership and programme management skills to manage programmes of Public Transport Light Rail Projects including network renewals, enhancement, resilience and passenger wayfinding and customer experience projects. This programme is required to safeguard the light rail assets and to improve customer experience of the network and is a vital component of TIIs strategy to maintain and improve upon the high standard of service expected by Luas passengers and stakeholders.

Role, Duties and Responsibilities
The role will report to Light Rail Network Management Senior Programme Manager.

Programme management, contract management and delivery of Life Cycle Renewal and Network Enhancement Projects.

Assist the Adjacent Development team in monitoring the implementation of 3rd party developments adjacent to the Light Rail Network.

Assist in the development of the multi‑annual programme of Life Cycle Asset Renewal and Network Enhancement Projects.

Lead project stakeholder engagement.

Ensure proper collection of records and population of the safety file in accordance with TII policies.

Ensure all on‑site works are safely completed in accordance with applicable legislation and TII safety policies.

Support other TII activities and departments, including participation in internal and external committees and working groups.

Provide expert technical input to projects and functional teams on issues related to safe operating environment.

Manage on‑site contract supervision and administration teams, including construction supervisors, quantity surveyors, planners and clerical personnel.

Review performance and effectiveness of existing practices and processes, and oversee change and simplification of processes to enable portfolio management.

Coordinate and provide project information for reports to TII management, board, NTA, DTTAS and DEPR.

Additional Responsibilities

Coordinate support to internal and external auditors and respond to FOI, AEI and Parliamentary questions.

Oversee compliance management and implementation of audit recommendations.

Undertake special projects as and when assigned by the Head of Public Transport Construction.

Perform tasks, activities or other duties as may be required or assigned as appropriate to the grade.

Education & Experience

Hold a degree or 3rd level professional qualification (HETAC Level 8 or equivalent) in Engineering or allied discipline.

Be a Chartered Engineer with Engineers Ireland or be professionally registered at an equivalent level with an appropriate professional body, or be in a position to attain such registration within a reasonable timeframe agreed with the Head of function.

Have a proven track record, with a minimum of 7 years post‑graduate experience; at least 4 years of that in the management of construction stages of projects in a senior role. Light Rail related projects experience is desirable.

Capable of providing effective leadership in a complex and changing regulatory and operating environment.

Provide leadership in a multi‑disciplinary and cross‑functional team responsible for delivery of Light Rail related projects in a highly complex stakeholder environment.

Experience leading and managing multi‑disciplinary and cross‑functional teams of technical advisors, contractors and other resources.

Proficient in contract management, reviewing and auditing contract documents, technical specifications and operational procedures.

Experience in procurement of infrastructure and related services.

Good knowledge of Health & Safety legislation and a strong commitment to Light Rail safety, staff safety and safety of those working on behalf of TII.

Strong verbal and written communication skills and current full driving licence.

Commitment to maintaining up‑to‑date knowledge of evolving standards and technologies.
