About the Role

We are currently looking for an experienced Programme and Design Manager to lead our national fibre infrastructure programmes. As a key member of our team, you will be responsible for overseeing the delivery of these programmes, ensuring alignment with internal project governance and compliance frameworks.

Your primary focus will be on managing overall programme performance, including budgets, schedules, design assurance, and commercial outcomes. You will also oversee the design, planning, and procurement processes for dark fibre networks and supporting civil engineering works.

Key Responsibilities
  • Lead and coordinate the delivery of national fibre infrastructure programmes.
  • Manage overall programme performance, including budgets, schedules, and design assurance.
  • Oversee the design, planning, and procurement processes for dark fibre networks and civil engineering works.
  • Prepare and manage procurement documentation for telecoms infrastructure and related services.
  • Engage and manage external consultants in planning activities.
  • Act as liaison with authorities to secure permits and construction licences.
  • Coordinate with contractors, consultants, and stakeholders to ensure successful execution of design and build phases.
Requirements
  • A degree or master's in Engineering or a related field.
  • At least 8 years of experience in project or programme management within telecoms, utilities, or infrastructure.
  • Proven experience delivering fibre network capital projects.
  • Strong background in civil engineering project management.
  • Demonstrated ability to prepare and manage public procurement processes.
  • Prior experience developing and managing financial budgets and control systems for infrastructure projects.
  • Strong stakeholder engagement and negotiation skills.
Desirable Qualifications
  • Experience in dark fibre or telecoms-specific infrastructure delivery.
  • Prior involvement in planning applications, wayleaves, or regulatory coordination activities.
