The successful candidate will be adept at developing impactful submissions to government departments and executing advocacy campaigns.
This position requires a proactive and strategic individual capable of developing policy submissions, executing compelling campaigns, and liaising effectively with elected representatives and government departments and acting as the key liaison for public affairs-related enquiries.
The ideal candidate will demonstrate a deep understanding of legislative and regulatory processes, excellent communication skills, and a passion for promoting the interests of the equestrian community.
The successful candidate will be responsible for advocating for the interests of Horse Sport Ireland at local, national, and EU levels, ensuring that the Federation maintains a strong and influential voice on issues of relevance.
This role will report to the Head of Sport, Legal and Governance of Horse Sport Ireland.
About the Organisation: HSI is recognised as the National Governing Body for the Irish Sport Horse sector.
HSI unites equestrian sport and sport horse breeding under one governing body and is responsible for devising and implementing strategies for the development and promotion of an internationally competitive Irish equestrian industry, covering high-performance sport, breeding and production, coaching and education, sport and recreation.
HSIs funding partners are the Department of Agriculture, Food and the Marine (DAFM), Sport Ireland, the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media and Sport Northern Ireland.

Government and Stakeholder Relations - Develop and maintain strong relationships with government departments, agencies, and elected representatives at local, national, and EU levels.
- Monitor legislative and regulatory developments impacting the equestrian sector and provide timely updates to Horse Sport Ireland.
- Act as the Organisations representative at policy meetings, public consultations, and relevant industry forums.
- Develop comprehensive submissions, position papers, and responses to consultations on behalf of the Federation, ensuring clarity, accuracy, and alignment with organisational priorities.

Policy Development and Advocacy - Prepare high-quality submissions, responses, and position papers to government departments and regulatory bodies on issues relevant to the equestrian community.
- Lead the coordination and execution of advocacy campaigns to advance the Organisations objectives, to influence decision-making and raise awareness of issues affecting equestrian sport.
- Identify and pursue opportunities to influence public policy, ensuring alignment with HSIs goals.

Communication and Liaison - Act as the primary point of contact for all public affairs-related enquiries, internally and externally.
- Facilitate regular communication between HSI and key stakeholders, including policymakers, media, and other stakeholders.
- Provide briefing materials, reports, and updates for senior leadership on public affairs developments.

Regulatory Affairs - Monitor changes in legislation, regulatory frameworks, and government policies relevant to the equestrian sector.
- Manage parliamentary engagement, research, processing and drafting replies to parliamentary questions (PQs), including liaison between HSI and government departments.
- Advise senior leadership on regulatory risks, challenges, and opportunities.
- Ensure the Federation remains compliant and proactive in addressing regulatory concerns.

Requirements Essential Minimum 5 years experience in public affairs, government relations, or a similar advocacy role, ideally within a political/policy organisation, advocacy organisation, sports organisation, trade body, or regulatory environment.
Excellent understanding of the parliamentary system/obligations as a funded body.
Demonstrated experience in drafting policy submissions, reports, and position papers.
Proven ability to engage and influence stakeholders at all levels, including government, elected representatives, and regulatory bodies.
Desirable Bachelors degree in Public Affairs, Political Science, Public Policy, Communications, or a related field.
A postgraduate qualification is an advantage.
Knowledge of national and EU policy processes, particularly in areas relevant to sports, recreation, equestrian industry and agri-rural development.
Skills and Competencies Excellent written and verbal communication skills, with the ability to convey complex ideas clearly and concisely.
Proficiency in the use of social media.
Strong analytical, problem-solving and research skills.
Proven planning and project management skills, with the ability to deliver multiple tasks and campaigns simultaneously.
High level of professionalism, diplomacy, and discretion.
Ability to work independently, take initiative, and drive projects forward.
Competency in Microsoft Office Suite, especially Word, Excel & PowerPoint; familiarity with CRM systems is an advantage.
