ACCPRO are recruiting for a Purchasing Manager to join a highly regarded client. Reporting to the Director of Finance, you will lead a purchasing team and work closely with senior management, budget holders, suppliers and other stakeholders to ensure procurement activity is compliant, effective and commercially sound. Initial 3-4 month contract with scope for permanency.

Responsibilities:
Develop and implement the organisation's procurement strategy and annual procurement plan. Lead and manage the purchasing team, including performance, development and workforce planning. Provide expert advice on Irish and EU public procurement legislation, regulations and best practice. Manage end-to-end tendering processes, from developing tender strategies and documentation through to evaluation and contract award. Ensure procurement competitions are fair, transparent and fully compliant with relevant legislation and governance requirements. Manage high-value contracts and key supplier relationships, including contract performance and renewals. Monitor procurement compliance, risk and internal controls and support audits and reporting. Analyse procurement spend and identify opportunities for cost savings, efficiencies and service improvements. Provide procurement reporting and management information to senior management and relevant governance committees. Support sustainable procurement, including ESG, green procurement, supplier diversity and social value initiatives. Work with stakeholders across the organisation to promote good procurement practice and support wider transformation and strategic projects.

Requirements:
A relevant business, procurement or purchasing qualification, such as CIPS, IPPM or equivalent. At least 3 years' purchasing/procurement experience, including a minimum of 2 years in a public-sector environment. Strong knowledge of public procurement legislation and practices in Ireland. Experience managing tenders and procurement processes from start to finish. Strong stakeholder management and influencing skills, with the ability to work effectively with senior stakeholders and suppliers. Experience leading, managing or developing a team. Strong analytical, project management and decision-making skills. Excellent communication and organisational skills. Good knowledge of Microsoft Office, particularly Excel, Word and Outlook. Experience with purchasing or financial management systems would be an advantage.
