This Public State Body in Dublin 8 is seeking a highly experienced Head of Finance to join their team. As the Head of Finance, you will be responsible for all aspects of the finance function, including reporting, planning & analysis, innovation, opportunity and risk management, process improvements.

You will lead and direct the finance function, provide financial advice to the Director of Infrastructure Manager and management team, and be responsible for the development & implementation of financial strategies that deliver a safe, efficient, affordable network that supports a high performing railway.

Key Responsibilities

Ensure effective financial management and control within the Infrastructure Management team to deliver on business objectives. Produce timely and accurate financial statements and reports in line with corporate requirements and in accordance with generally accepted accounting principles. Deliver Forecasts, Budgets and Five-Year Plans. Maintain cost controls through effective budget management and cost analysis reporting. Ensure compliance with Codes of Practice, accounting standards, Companies Acts requirements. Provide timely accurate relevant financial information to the Director Infrastructure Manager, Chief Financial Officer , external government agencies to ensure the appropriate level of funding can be secured and spent efficiently to deliver a high performing infrastructure network. Develop policies and procedures that will ensure that the Infrastructure maintenance, renewals and enhancements are delivered in accordance with overall budget and efficiency targets. Establish guidelines for budget and forecast preparation and prepare the annual budget in consultation with the Director IM.

Key Skills and Requirements

A professional accounting qualification, with a minimum of 10 years PQE. Director level experience in accountancy practice or Head of Finance in large diverse organisation with construction experience preferred. Demonstrable strong financial and business management skills including people management, commercial management, and financial control. Experience & Knowledge in Accounting (FRS102), reporting internally and externally, governance and regulatory compliance. Strategic decision maker to influence policy decisions at business and company executive levels. Experience in project and change management. Experience & Knowledge in SAP ERP, Financial, Controlling and Plant Maintenance Systems.
