Ireland PARETO SECURITIES AS Full time

The DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant. 

Overall Purpose of the role:
The Peace Building Officer is responsible for the planning and implementation of EU BORESHA activities in Dollow and Beled Hawa. The role involves ensuring that all relevant protocols and guiding manuals for project implementation processes and results are achieved as per the project's logical framework. The Peace Building Officer will work closely with the Economic Recovery team leader, who oversees the day-to-day performance of the Peace Building Officer and the overall project in Jubaland
Responsibilities: 

• Act as the primary link between the assigned target communities and DRC.
• Support the ECREC Team Leader in establishing relations with local administration, civil society organizations, and international/local organizations implementing similar interventions, along with supporting Ec Rec team in carrying out project activites
• Represent the EU BORESHA program in your district at various local coordination forums and meetings in the absence of the Project Team Leader. Document discussions and agreed action points, providing minutes to the Project Team Leader and Area Manager.
• Work with district authorities in the selection of participants/beneficiaries from target communities, ensuring fair representation and inclusive participation in project activities.
• Develop area-based work plans in consultation with other team members and submit them to your line manager.
• Prepare a procurement plan reflecting activity expenditure, raise purchase requisitions on time, and track processing of activity-related procurement.
• Deliver project activities per DRC’s HDPB Framework and Community Safety Operational Guidelines, including facilitating the formation of the Community-Police Dialogue Collaboration (CPDC) Committee, organizing community-police dialogue forums, and training Guurti-plus/Peace Committee members on conflict management and mediation processes.
• Support peace education in schools targeting teachers, and learners on peace education working together with MOE to promote peace building and conflict resolutions
• Support the Guurti-plus/Peace Committee in documenting and resolving inter-communal disputes, inter-clan conflicts, and different types of violence. Ensure referral pathways are documented when resolving conflicts.
• Build the capacity of CPDC committee, Guurti-plus, and other community groups on advocacy, leadership, and accountability.
• Ensure evidence-based implementation by capturing high-quality photos and short clips of activities. Document and share lessons learned and best practices.
• Work closely with the MEAL team in organizing sensitizations to raise awareness on how to use the Interactive Voice Response System for beneficiary feedback mechanisms.
• Maintain records of project activities in both softcopy and hardcopy. Promote timely data storage mechanisms such as the use of OneDrive.
• Participate in project studies such as quarterly perception surveys and outcome monitoring., Contribute to the timely 
Education, Experience and technical competencies is Essential:

• Bachelor’s Degree in Conflict, Peace & Security; Security and Governance; Law; Social Sciences; Development Studies, Community Development, Project Management, or other relevant subject. 
• High degree of computer literacy.
• At least 3 years of experience in the field of conflict management and resolution, peacebuilding, community-policing, security, governance, and access to justice.
• At least 2 years of experience as a trainer of trainers and facilitator.
• Prior experience working with international and/or local NGOs on donor-funded projects/programs in complex emergencies.
• Analytical and report-writing skills.
• Leadership skills, including the ability to build and motivate a team and handle conflicts constructively.
• Political and cultural sensitivity, with an ability to adapt well to local cultures.
• Strong liaison, education, and communication skills (oral and written).
• Working experience and knowledge of the local duty station.
• Ability to manage internal/external pressures.
• Ability to work independently at a fully professional level.
Languages:
•Fluency in written and spoken Somali & English.
