Our client The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and is funded with â¬3.75 billion of equity capital committed by the Government. It is also permitted to borrow up to â¬1.25bn

The LDA has commenced construction on various state sourced lands and is currently working on about 20 direct delivery projects that can deliver over 8,000 homes. It is also delivering affordable housing by working with private sector on an initiative called âProject Tosaighâ, which will yield a further 5,000 homes on land provided by housebuilders.

Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

Role Purpose

The Economist will be responsible for supporting LDA strategy and decision making by producing evidence-based research and other information relating to the housing and wider development environment. He/she will also provide support to senior LDA executives and board members in relation to internal and external presentations, events and other tasks as may be determined from time to time.

Key Responsibilities

·       Plan, conduct and commission research programme into areas which affect the LDA including the areas of construction, construction costs, affordable housing models and service delivery;

·       Analysis of data to support business decisions including from the Residential Tenancies Board the CSO, the Society of Chartered Surveyors in Ireland and various other appropriate data series;

·       Support the Board and Executives of the LDA in relation to LDA strategy / planning;

·       Build and maintain a network of key external contacts in the housing and wider Real Estate industry;

·       LDA board strategy meeting coordination including driving agenda topics and materials;

·       Keep abreast of developments in the wider Irish economy, with particular reference to real estate investment activity and markets;

·       Input to LDA business plan and any necessary benchmarking exercises;

·       Input to LDA transactional decisions and supporting papers as required;

·       Research around delivery methodologies in other jurisdictions that may be relevant to the LDA tracking housing and construction data available from the EU and other EU markets;

·       Present research reports to the Board and Executives;

·       Assistance with preparation of materials for CEO/Chairman/Senior Executive conference presentations;

·       Manage budgets and supervise staff as required;

·       Draft responses to consultation documents.

Educational Qualifications:

Third level qualification, or equivalent, in Economics or a related disciple with an emphasis on economics relevant to the role.

Experience:

·       Conducting primary and secondary research in economic policy, or enterprise/business research.

·       Conducting and/or managing primary and secondary research to inform strategy or programme development.

·       Ability/experience of developing a strategic research programme.

·       Writing management reports to inform strategy development.

·       Ability/experience in budget management.

·       Ability/experience in people management.
