About The Land Development Agency  

Our client, the Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers social and affordable housing on State and other lands. It is overseen by an independent board of directors and is funded with â¬3.75 billion of equity capital committed by the Government. It is also permitted to borrow up to â¬1.25bn

The LDA has commenced construction on various state sourced lands and is currently working on about 20 direct delivery projects that can deliver over 8,000 homes. It is also delivering affordable housing by working with private sector on an initiative called âProject Tosaighâ, which will yield a further 5,000 homes on land provided by housebuilders.

Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The Role

The Senior Investment Manager will work within the LDAâs investment function, whose role includes the development, approval and implementation of the agencyâs delivery and funding strategies, including management of the supporting governance framework.

 

The Investment function is also responsible for the delivery of the LDAâs Project Tosaigh mandate, whereby the LDA engages with the market for the delivery of affordable homes, under forward purchase and forward funding mechanism.

 

Reporting to the Head of Investment, the Senior Investment Manager will be responsible for the commercial negotiation of individual transactions contemplated under the Project Tosaigh programme, including the management of supporting transaction workstreams, including the internal assessment and approval processes as well as legal, property and technical due diligence.

 

The successful candidate will also collaborate and work alongside the LDA property and construction teams in relation to the delivery of individual LDA / State lands projects, with responsibility for project financial appraisal and input into the assessment and selection of individual project delivery and capital funding models. 

 

This is a hands-on role that offers significant responsibility and opportunities for the right candidate to advance their career and support the LDAâs delivery ambitions in the delivery of residential housing.


Role Responsibilities/Duties

·      Operational delivery of Investment team strategic objectives, as established by the LDA Board

·      Deal negotiation and delivery under the LDAâs Project Tosaigh programme, including the management of associated workstreams.

·      Review and challenge of financial modelling inputs and assumptions across LDA projects, supporting LDA decision making and monitoring processes.

·      Transaction negotiation and delivery with market and government stakeholders, such as local authorities etc.

·      Presenting submissions for LDA Board or Investment Committee consideration, as appropriate

·      Working across departments on a collaborative basis to drive and challenge delivery methodologies, cost projections and timelines.

·      Managing and monitoring of investment team budgets

·      Managing a growing team of investment professionals

 

Person Specifications

·      The ideal candidate will have 10+ years relevant experience (Corporate Finance, Real Estate Investment, or similar) and a professional qualification (accountant/CFA qualified or similar).

·      Demonstrable track record of project / deal delivery in a time critical environment.

·      Transaction structuring and commercial negotiation experience

·      Excellent financial modelling skills, including model development and implementation.

·      Demonstrable ability to connect with people and work on a collaborative basis.

 

Desired Criteria:

·      Corporate finance, capital projects assessment and/or investment experience beneficial.

·      Experience in property development or real estate investment industry.

·      Knowledge and experience in relation to government frameworks / policy development and public procurement is an advantage.

·      A strong understanding of corporate governance structures and their operational requirements.

·      Ability to manage a diverse workload and comfortable in a changing and expanding team environment.

·      Must be able to demonstrate ability to work collaboratively in a team.

·      Staff management experience
