About Fingal County Council
Fingal is a highly attractive place to live, work, visit and do business. It comprises a geographical area of 450 sq.km stretching from Balbriggan in the north, to Blanchardstown in the west and to Howth in the east. The area is defined by the diversity of its landscape and settlement patterns with rural, urban and suburban locations all rolled into one county. There is 88kms of coastline, three large protected estuaries and salt marsh habitats and 13 major beaches.

Fingal County Council is one of the county's major local employers and currently employs approximately 1,600 staff. The Council is mandated to deliver a diverse range of functions and services which can be broadly described under the headings of the provision of physical and social infrastructure, housing, economic and tourism development, community development, recreation and amenity services and the management of the planning and environmental regulatory framework. The role of the County Council as provided for in law is to represent, lead and serve the communities of Fingal.

Role and Responsibilities

To co-ordinate the work of the Sports Development Section in the context of the Council's Environment, Active Travel, Sports & Climate Action Department. In particular, to develop and implement policies aimed at advancing increased participation in sporting activity in the county, promoting opportunities for health lifestyles and using sporting activities as a means of facilitating community development in Fingal.

Duties

  • To oversee and support staff in the design, development, delivery and review of their work, in accordance with the Strategic Programme and Annual Plan of the Council and the Department.
  • To liaise with Sport Ireland, National Sporting Governing Bodies, other City/Council Sports Partnerships and, in particular, with sports clubs and organisations in the county in the delivery of sports programmes and the implementation of policies.
  • To liaise with, prepare reports for and attend meetings of the Fingal Sports Partnership committee of the Council's Strategic Policy Committee.
  • To liaise with subordinate Sports Officers, as well as Active Travel & Community Development personnel, to facilitate the effectiveness of their work and the timely and relevant production of reports for Area Committees, SPCs and Council meetings and any other reports as required by the Director or Manager.
  • To liaise with the Council's Parks and Operations Divisions regarding the delivery and management of recreation facilities and amenities in the county.
  • To produce an annual programme and annual report for the Section.
  • To manage the Councils participation in the Active Cities programme.
  • To manage non-capital projects for which specific funding is obtained from non-Council sources.
  • To be a member of the Environment, Active Travel, Climate Action and Sports Management Team and to link the work of the Section with the Senior Officer in other Sections of the Division, ensuring an integrated Departmental approach.
  • To liaise with the administrative staff of the Division to facilitate the smooth management of the Division, including the planning and review of budgets.
  • To deputise for more senior officers as appropriate.
  • To manage the work of any temporary and/or contract staff in the Section.
  • Provide direct support to the Coordinator and the LSP team to achieve a coordinated approach to the development of sport and physical activity throughout the community and for agreed target groups.
  • To undertake other duties as assigned by the Director.
