Our client the The Competition and Consumer Protection Commission (CCPC) are seeking a Consumer Protection Manager for their Consumer Protection Division (CPD).

Division Overview


The Consumer Protection Division (CPD) is primarily responsible for exercising the CCPC's functions in the areas of consumer protection and ensuring that traders comply with the relevant pieces of consumer protection legislation.

At present the CPD consists of three separate operational units, namely the Strategic Planning & Engagement Unit (SPE), the Screening & Information Co-ordination Unit (S&I) and the Digital, EU & International Co-operation Unit (DEIC).


Each unit has its own specific area of expertise, competence and responsibility but also contributes to the work of CPD through a collaborative approach.

The units engage with traders across all sectors up to and including global corporations in relation to issues of compliance with consumer protection legislation.

Units also have a strong level of engagement, coordination and cooperation with other agencies and authorities operating at a national, EU and international level.


The Role:


The Consumer Protection Manager will be assigned to the Digital, EU & International Co-operation Unit (DEIC) and will play a key role in managing and supporting the activities of the unit.

The activities of the Unit include CPC assessments and engagement with traders in the course of mutual assistance requests for information or enforcement, alerts, coordinated actions to address widespread infringements and sweeps (checks carried out on websites simultaneously to identify potential breaches of EU consumer law in a particular sector).

The activities of the Unit also include supporting the CCPC in delivering its responsibilities under the DSA for which it is the Competent Authority in relation to online marketplaces selling goods and services to consumers online and the effective implementation of duties assigned to it through other Regulations, including the P2B Regulation.


The Consumer Protection Manager will also have a role in building and maintaining relationships with relevant stakeholders, including consumer and business representatives, and competent authorities at national and international level.

In addition, the Consumer Protection Manager will be required to carry out any other additional tasks that may be assigned to them in order to support the work of the Division and the organisation.

The Consumer Protection Manager will be responsible for the following key responsibilities.

Key Responsibilities:

  • Assess trader compliance with consumer protection legislation by conducting screenings on cases informed by requests made to the CCPC from other EU Member States.
  • Manage and assess potential breaches by traders of consumer protection legislation, making recommendations on appropriate courses of action including conducting investigations and issuing enforcement actions.
  • Conducting sweeps and online inspections of trader websites to identify breaches of EU consumer law and following up on any identified issues.
  • As necessary, keep the European Commission, Competent Authorities and Member States updated in relation to measures taken to address infringements.
  • Building, managing and maintaining productive and positive relationships with key internal, external stakeholders and competent authorities in other member states whilst representing CCPC at external fora as required. This engagement will include international travel, when required.
  • Support the CCPC to develop and implement work programmes to protect consumers and deliver CCPC responsibilities assigned to the organisation under its Digital Framework including the Digital Services Act (DSA) and the Platform to Business Regulation (P2B).
  • Develop inputs for consumer information material, consultation documents and writing reports on consumer protection matters.
  • Respond to queries from external stakeholders and other government departments. To include working with other units and divisions on cross-divisional responses to information requests/media queries/PQs.
  • Work closely with and as directed by the Head of Unit in the general management of the Unit/Division's activities.
  • Assist in the preparation of organisational reports and undertake any other duties and responsibilities of a similar level, as required.
  • Contribute to the achievement of the strategic goals of the organisation by participating in cross-divisional projects, developing knowledge and familiarity with the broad remit of the CCPC's mandate.
  • The Consumer Protection Manager may be responsible for the management of a Consumer Protection Executive(s).

Essential:

  • Minimum level 8 degree in law, business, economics, regulation, compliance and at least 2 years relevant work experience.
  • Demonstrable people management or team leadership experience.
  • Excellent drafting skills and attention to detail.
  • Strong organisational skills with the ability to multi-task in a busy environment, prioritising workstreams and ensuring deadlines are met.
  • Leading and managing projects.
  • Demonstrable interpersonal and communication skills with the ability to work effectively in a team environment and on one's own initiative.
  • Experience of managing internal and external stakeholder relationships.
  • Strong ICT skills, particularly in the application of Microsoft office.

Desirable:

  • Knowledge of Irish and EU consumer law and/or experience advising on criminal investigations/prosecution; regulatory inspections and enforcement powers; or advising in a private or public sector environment on consumer facing issues.
  • Post graduate qualification preferably in an area related to the role.
  • Knowledge of Irish and/or European civil and criminal court practice and procedure.
  • Experience in case management within a regulatory/enforcement environment.
  • Experience or an interest in the regulation of digital markets and platforms.
  • Experience or exposure to e-investigation tools/techniques, OSINT, investigative databases and analytical software tools.
