Regional Manager National Learning network (NLN)

Permanent, 39 hours per week.

Location: East (Base Negotiable)

National Learning Network (NLN) is a progressive leader in the delivery of personalised education, training, and development opportunities for people with disabilities or people requiring additional supports throughout Irish communities.

We operate nationally across 50 learning colleges. We support 7,500 students each year across HSE funded Bridging and Transition Services, Specialist Vocational Training, Labour Market orientated training, Individual Placement and Support services and in Education Support Services in Further and Higher Education organisations.

National Learning Network offers students a range of interlinking education and training options, funded by SOLAS and the 16 ETBs, the HSE and a number of Higher Education organisations. All courses we deliver offer mainstream qualifications on the National Qualifications Framework at levels 2-6. In the Higher Education sector, we provide bespoke student support services including assessment of need with supports in academic and social skills development.

Overview of the Role

Reporting to the Head of Operations, the Regional Manager will have responsibility for the operation of National Learning Network (NLN) services on a regional basis, ensuring the provision of high-quality and exceptional services, consistent with the educational and regulatory standards. They will lead the NLN operations team within their region, in contributing to the NLN purpose; to provide a range of innovative support services for people with disabilities.

Principal Duties and Responsibilities

The main responsibilities of this role include:

  • Delivering sustainable education and training services to agreed budget. Managing resources in an efficient and effective way, always ensuring that services are provided within budget and through the most cost-effective methods.
  • Driving the development and implementation of the annual business planning process for their region.
  • Reviewing and monitoring a range of Key performance Indicators (KPIs), and utilising all relevant data to maximise the region's performance. This includes ensuring funder agreed Outcomes and Impact Measures are achieved.
  • Strategic planning and development of additional new services. Actively engaging with the Head of Operations & Head of Service Design & Programme Development regarding operational matters, new service developments and agreed strategic projects that align to the Group's 5 year Strategy, 'Delivering our Future'.
  • Develop and maintain key strategic relationships with the organisation's funders within the ETB and CHO regions with regard to negotiation/management of Service Level Agreements/Contracts and identifying opportunities for developing and expanding NLN services where appropriate to its mission and where proven to be financially sustainable.
  • Managing Health and Safety requirements and procedures, in accordance with legislation and company policy.
  • Driving continuous improvement, supporting the implementation of a Quality Assurance Strategy, ensuring compliance with legislation and regulation including QQI, HIQA and funder requirements.
  • Guiding teams on all matters pertaining to health and safety, safeguarding, Trust in Care and complaints to the Head of Operations, as required.
  • Proactive networking and relationship management within local communities and with key stakeholders to expand the influence of NLN within the educational services sector, promoting the organisation at all times.
  • Engaging actively with stakeholders in determining appropriate placements for individuals within health and social care services.
  • Fostering and cultivating teamwork, encouraging and promoting a culture of innovation, shared learning and practice across the organisation.
  • Promoting a solution driven approach within the management teams, to be results orientated and outcome focused.
  • Embedding a culture of performance management throughout the organisation.
  • Ensuring that all policies and procedures of Rehab Group and NLN are adhered to and that all administrative processes are completed as necessary.
  • Provide support to specific strategic projects related to the business and region.
  • Conducting investigations and participating on disciplinary panels, as required.
  • Reporting all matters pertaining to NLN business to the Head of Operations, as required.
  • Promoting a culture that values diversity and respect in the workplace.
  • Carrying out any other reasonable duties related to the above, as required

Required experience/ qualifications

  • At least 3 years' experience in a regional management role.
  • A third level qualification, education, training, inclusion or healthcare or other relevant areas. Masters level education is desirable.
  • Experience in leading out on operational projects of scale with a proven track record of delivering business outcomes.
  • Proven leadership skills and the ability to motivate a large workforce towards the achievement of desired outcomes.
  • Experience leading and delivering strategic change programmes in organisations of a similar size and complexity.
  • Developing and successfully managing relationships with partners, internal and external stakeholders and funders.
  • Excellent organisational and planning skills. Ability to deal effectively with competing demands.
  • Proven ability of reporting and analysis to ensure effective budget control and value for money.
  • Demonstrates strong personal values that align to the Rehab Group values, mission and vision.
  • Proven ability to make difficult and challenging decisions that support strategic aims and long-term vision.
  • Experience or knowledge of the charity or not-for-profit sector would be an advantage.
