Role Description:

The position of Policy Analyst within the Corporate Strategy and Planning Division will be responsible for providing the organisation with analytical and policy expertise to support the implementation of IDA's organisational strategy and the development of the upcoming 2025+ strategy.
The role presents an exciting opportunity for candidates with an interest and expertise in EU (European Union) policymaking to help translate changes in Brussels into action at national level.
The role requires an ability to work as part of the team to support the implementation and monitoring of IDA(Industrial Development Authority) strategy, providing the organisation with research and analysis, strategic planning and economic and policy advisory expertise, with a focus on EU affairs.
The role will be primarily focused on State Aid and related developments in EU politics and policies, including industrial policy. Over the past years we have seen a more intensely competitive FDI (Foreign Direct Investment) landscape emerging, characterised by substantial government interventions and subsidy offerings (e.g., Inflation Reduction Act in the US), and including a more relaxed EU State Aid framework focused on strategic growth areas of green and digital. The successful candidate will help the Corporate Strategy and Planning team to understand the changes that are emerging within the context of the EU Green Deal, and to work out how these changes can be used to assist win new and develop existing FDI investments in Ireland.
Expertise in EU funding mechanisms such as Horizon E urope, NextGenerationEU, the new STEP platform, or experience with multi-country projects such as Important Projects o f Common European Interest (IPCEIs) would be an advantage. Key Tasks:
The successful candidate will report directly to the Section Manager in the Corporate Strategy and Planning Division. The candidate will have the following responsibilities:
  • To support the Department Manager, Global Head and wider Corporate Strategy and Planning team in providing IDA with a high-quality research and analysis, strategic planning and economic and policy advisory expertise focused on State Aid and incentives in Europe and in global competitors.
  • To monitor relevant policy developments at international, European, and national levels and work with stakeholders to ensure that Ireland retains a strong client focused and competitive offering.
  • Collaborate with IDA's Legal Team, Enterprise Ireland and DETE (Department of Enterprise Trade and Employment) on analysing changes in the State Aid and EU policy landscape and their relevance to IDA's product offering.
  • Researching, analysing, and providing detailed, concise, and comprehensive briefing material in response to internal requests, PQ's, representations etc. in a timely and efficient manner;
  • Participating and representing IDA on external committees, seminars etc. as required;
  • To apply strong written and oral communication skills to the achievement of the Department's work programme and IDA's policy advocacy goals;
  • To ensure that continuous learning and development is undertaken through informal and formal learning and participation in the Performance Management and Development Review Process;
  • To ensure dignity, respect and equality are applied throughout the organisation and that a work life balance in the workplace is supported as much as possible;

Requirements for the role
  • A relevant Level 8 third level degree recognised on the National Qualification Framework is essential in a public policy, international affairs, economic, legal, or business-related discipline;
  • A full driving licence is essential;
  • A relevant third level qualification to a minimum of a degree standard is essential
  • Experience of researching European policy positions; with a focus on R, D&I, State Aid , environmental or industrial policy being an advantage
  • Ability to work well under pressure and to meet tight deadlines;
  • International and domestic travel may be a requirement of this role, as well as working outside of standard office hours;

Salary Scale :

€48,381 to €69,540 per annum contributory superannuation. (Non-negotiable to start at the minimum of the scale)
Rising by long service increments to €71,212 (after 3 years satisfactory service at the maximum of the range
