Our client The Pension's Authority is currently seeking to hire a Higher Executive Officer – Data Analyst.

The role of HEO Data Analyst

The HEO Data Analyst will be part of the Data Quality team in the Data Unit and will play a key role in the data quality and specification, and the modelling of an entirely new register of pensions for the Pensions Authority. This will be one of many large projects with many interesting challenges including: reporting, entity resolution, data integration from multiple sources, data integrity, data quality, data privacy, data security, and data governance.

The HEO Data Analyst will identify solutions for ensuring data integrity and data quality and develop reports using SQL code and Power BI. The HEO Data Analyst will report to the Data Quality Manager – Assistant Principal.

The main duties and responsibilities of this role include, but are not limited to:

  • Designing, creating, building, developing, and maintaining data and BI solutions through their lifecycle, including gathering requirements, maintenance, and enhancements.
  • Analysing large scale complex datasets to identify any issues and ensuring good quality data.
  • Carrying out high quality work independently, with limited need for guidance or instruction.
  • Reviewing and acting on submissions made by regulated entities through the Authority's IT system.
  • Responding to requests for statistics and reports on data held on the Authority's IT systems.
  • Building and maintaining all reports, dashboards, and other BI solutions and SQL.
  • Improving data efficiencies whilst ensuring good data quality.
  • Analysing data and recommending data collection and processing improvements and workflow changes, as well as data cleansing and finding outliers and anomalies in the data.
  • Prioritising and organising personal and team workload to deliver on Unit goals and objectives.
  • Communicating with various internal and external audiences and explaining/describing technical concepts in ways that can be understood by a variety of audiences, both verbally and in writing.
  • Working on projects to assist the Data Unit meet its objectives.
  • Collaborating with colleagues across the Authority, various external organisations such as the CSO and EIOPA, and with third parties including vendors.
  • Carrying out any other duties that may be assigned from time to time.

Essential skills, experience, and qualifications

Candidates for this role should possess the following:

  • At least two years previous relevant experience working in a professional environment.
  • A relevant third level degree at NFQ Level 8 or Level 9.
  • Experience analysing data.
  • Excellent SQL skills.
  • Excellent knowledge and experience in using Microsoft Excel.
  • Excellent communications skills.
  • Strong problem-solving skills.
  • Excellent attention to detail.
  • A methodical and logical approach to completing tasks.

Desirable skills, experience, and qualifications

  • SQL and Power BI certification.
  • Knowledge of statistical analysis software e.g. R, SPSS, SciPy.
  • Relevant industry certification qualifications.
  • Previous experience working as a reporting data analyst, data engineer or BI Developer in a professional environment including experience with some of the following:
    • Creating, maintaining, and testing reports
    • Gathering reporting requirements
    • Writing and optimising SQL queries
    • Data cleansing
    • Improving data quality
    • Writing scripts
    • Working with large datasets
    • Writing clear, readable, and robust code.

The successful candidate must be interested in further developing their pensions knowledge. The successful candidate will be required to complete training courses during their probationary period.
