STANDARD DUTIES AND RESPONSIBILITIES Act as Consultant Gastroenterologist for SMH. The responsibilities within OPD will include delivery of patient care, supervision of junior colleagues in training, sharing administrative duties and contributing to the educational programme within the department of General Medicine. Clinical management of the Department of General Medicine, in conjunction with other General Medicine Consultant colleagues. The precise division of responsibilities between the Consultants in General Medicine will be agreed between the Consultant, the Clinical Specialty Lead, the Clinical Director and the CEO or their appropriate delegate. These responsibilities will be reviewed on an annual basis Participation in the consultant on-call rota for General Medicine in SMH. To undertake essential supporting duties for clinical care including, inter alia, risk management, critical incident investigation and oversight of rosters To participate in the Clinical Directorate structure. The Consultant shall receive training and support to enable him/her to participate fully in such structures Contribute to clinical governance and clinical operations improvement activities in the Department of General Medicine Participate in the collection, analysis and the reporting of data necessary for quality assurance activities in the Department of General Medicine Organise and participate in teaching, including undergraduate and postgraduate teaching general medical, nursing, Advanced Nurse Practitioners, and paramedical staff Participate in conference commitments of the department and of the hospital for General Medicine To supervise and be responsible for diagnosis, treatment and care provided by non-Consultant Hospital Doctors (NCHDs) to patients under the Consultants care Be responsible for the recruitment, supervision and training of an assigned team of non- consultant hospital doctors, in conjunction with consultant colleagues Ensure all non-consultant hospital doctors assigned to his/her team attend Hospital Orientation and, where appropriate, departmental orientation Contribute to the provision of structured training and situational learning opportunities for NCHDs on recognised training programmes and support the clinical and professional development of medical staff in the Department of General Medicine Active participation in General Medicine and hospital educational activities and the development of training and education in emergency care for SMH Involvement in research activities in the department, as appropriate to a Consultant General Medicine post in the hospital Engage in clinical audit activity and provide leadership in multidisciplinary clinical audit in the Department of SMH Actively engage in Continuing Professional Development and comply with Professional Competence Assurance requirements A willingness to develop special interest aspects of General medicine (particularly as pertaining to eating disorders) as appropriate to ones competencies, the Department of General Medicine Demonstrate behaviour consistent with the values of the Hospitals. Actively participate in and promote continuing education and research activities consistent with the position. Promote open communications throughout the Hospital. Cover for fellow Consultants during holidays, sickness or other approved absences. Provide a consultative service as required. Participate in the development of services in the hospital, including the assumption of appropriate administrative roles. Liaise with the Hospital Manager, Chief Executive, Director of Nursing, Chair of Medical Board, consultant staff and others in all matters pertaining to the efficient management of the hospital services. Perform such other duties appropriate to his/her office as may be assigned to him/her from time to time. Advise on the development and maintenance of Respiratory Medicine services within the resources of the hospital and in co-operation with management. Manage, as required, patients in HDU Encourage and support research and development. Organise and participate in the teaching of undergraduate and postgraduate students, Nursing and other staff of the hospital. SPECIFIC DUTIES OF POST Experience in the medical management of patients with Eating Disorders Experience of collaborative working with liaison psychiatry teams in management of eating disorders Significant experience in clinical practice in delivery of acute unscheduled and scheduled general medical care. Experienced clinician with credibility and the ability to command the respect of all clinical and non-clinical professionals Experience of developing, applying and reviewing an evidence-based approach to decision making Excellent inter-personal skills, including experience and familiarity with public, professional, media and political communications and stakeholder relations Demonstrate commitment to fostering partnerships, multi-professional and multi-disciplinary relationships Demonstrate a knowledge and undertaking of the current governance structures and anticipated changes with the establishment of the new Mount Carmel eating disorder team hub. Experience in reconfiguring acute services across organisations and regions Demonstrate leadership and team management skills including the ability to manage his/her staff and service and work with multi-disciplinary team members Experience of operating in complex and challenging environments Knowledge of the Irish health sector, national health programmes and health reform agendas Strong negotiation and influencing skills Effective change management skills Excellent communication skills, both verbal and written Risk and issue management skills Ability to recognise and respect the expertise of others and the contribution of team members and harness good teamwork and open contributions to enable the achievement of programme aims Demonstrate evidence of effective planning and organising skills including awareness of resource management Have excellent computer skills, competencies and knowledge of hospital data/ information Systems The successful candidate will be rostered according to departmental schedules and on call rosters and in accordance with contractual obligations. Consultants are required to submit a detailed practice plan outlining weekly commitment to the department. This will be used to create a template for the weekly schedule and will allow for monitoring of duties. QUALIFICATIONS The Health Service Executive has directed that the qualifications and experience for the office of Locum Consultant Respiratory Physician specified are: Registration as a specialist in the Specialist Division of the Register of Medical Practitioners maintained by the Medical Council in Ireland in the specialties of respiratory medicine and general (internal) medicine. Age Age restriction shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms in the office occurs. Health A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Character Each candidate for and any person holding the office must be of good character. Garda Vetting Arrangements have been introduced, on a national level, for the provision of Garda Vetting in respect of candidates for employment in areas of the Health Service where it is envisaged that potential employees would have substantial access to children or vulnerable individuals. Entry to competition / recruitment process For the purposes of eligibility for entry to any competition or recruitment process associated with this post, applicants currently in employment as Senior or Specialist Registrars in HSE or HSE-funded agencies may participate in the competition on the basis that, on the latest date for receipt of applications, they are within 6 months (26 weeks) of certification of completion of specialist training and that evidence for same is provided from the relevant recognised postgraduate medical training body in writing. PARTICULARS OF OFFICE The appointment is: Whole-time, Temporary, and Pensionable Annual Salary: Public Only Consultant Contract 2023 €226,681 €272,290 per annum pro rata (salary scales: 01/10/2024) These particulars are subject to change in line with overall public pay policy. Remuneration: Remuneration is in accordance with the salary scale approved by the Department of Health & Children and consists of payment in respect of the following three groups of services, namely:- The scheduled commitment Extended duty liability Emergency services Retirement: For existing Public Servants (i.e. those who have entered the Public Service on or before the 31st March, 2004), retirement is compulsory on reaching the age of 65 years. However, candidates should note that changes have been made in the superannuation provisions and retirement ages for public servants who take up duty with effect from 1st April 2004. In this context new entrants, within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004 to the public service should note: The minimum pension age has been increased to 65 for new entrants to the public service. This includes new entrant civil servants, teachers, staff in local government, the health service and non-commercial State Sponsored bodies. The compulsory retirement age of 65 has been removed enabling staff to remain longer in work should they wish, subject to suitability and health requirements. Pension benefits for new entrants will accrue on a standard basis (i.e. one year's credit for one year's service up to a maximum of 40 years' service) while normal abatements of pension provision will apply to all public sector posts. Superannuation / Pension: Membership of the Voluntary Hospitals Superannuation schemes is compulsory and the schemes provide for employee contributions, which will be deducted from your salary payments. Superannuation contributions at the appropriate rate will be payable in accordance with the provisions of the Voluntary Hospitals Superannuation Scheme and its allied Spouses & Childrens Pension Scheme. Please note that the Class A rate of PRSI contributions will apply to persons appointed to pensionable health service officer posts on or after 6 April 1995 unless: any such person is, immediately prior to appointment, serving elsewhere in the public sector in a position in respect of which s/he is paying the Class B, C or D rate of PRSI contribution, or any such person is serving with an agency to which the Voluntary Hospitals Superannuation Scheme, the Local Government Superannuation code, or, in the case of medical officer posts, the Nominated Health Agencies Superannuation Scheme applies on 5 April 1995 and is paying full PRSI (Class A) on that date and, without a break in employment, is subsequently appointed to a pensionable health service officer post. With reference to those mentioned in paragraph (a) above, Superannuation contributions will be payable in accordance with the provisions of the Voluntary Hospitals Superannuation Scheme as appropriate, at the rate of 5% of the annual remuneration of the officer. A further deduction of one and a half percent of the annual remuneration will be payable under the Spouses and Children's Pension Scheme. The revised superannuation benefits for pensionable officers covered by Class A insurance takes account of the appropriate benefits payable under the Social Welfare Acts. Full details of the superannuation arrangements may be obtained, on request from the Superannuation Dept. in St Michaels Hospital. It should be noted that temporary whole time and part time service as an employee of any public body may be reckoned for Superannuation purposes on appointment. You will be covered by the terms of the Voluntary Hospitals Superannuation Scheme and its allied Spouses and Childrens Scheme. You will be required to contribute to the scheme. Details of the scheme are available from the Benefits Unit of the HR Services Division. Probation: A Consultant who currently holds a permanent Consultant appointment in the Irish public health service will not be required to complete a probationary period should (s)he have done so already. A Consultant will not be required to complete the probationary period where (s)he has for a period of not less than 12 months acted in the post pending its filling on a permanent basis. Annual, Conference, Course leave: All leave or planned absences, other than those described in Section 18, Terms and Conditions of Consultant Contract must have prior approval from the Clinical Director / Employer. The Consultants annual leave entitlement is 30 working days per annum and as determined by the Organisation of Working Time Act 1997. Sick leave: The Consultant may be paid under the Sick Pay Scheme for absences due to illness or injury. Granting of sick pay is subject to a requirement to comply with the Employers sick leave policy. Details of the scheme are set out in Section B, Appendix VI of the Consultant Contract. Travelling & Subsistence Expenses: Travelling and subsistence expenses necessarily incurred by a Consultant in the course of duty shall be met on the basis applicable to persons of appropriately senior status in the public sector. Private Practice: You may not engage in private practice on-site in accordance with the Contract Type. Please refer to Clause 24 of the Public Only Consultant Contract 2023 of the Terms and Conditions of the Consultant Contract Medical Council Registration The appointee should be registered as a specialist in the Specialist Division of the Register of Medical Practitioners maintained by the Medical Council in Ireland in the specialty of gastroenterology and general (internal) medicine. Clinical Indemnity Scheme This post is indemnified by the Clinical Indemnity Scheme. See Clause 34 of the Terms and Conditions of the Consultant Contract. Disciplinary & Grievance Procedures See Appendix 6 & 7 of the Public Only Consultant Contract.
