REGULATORY LEGAL CASE OFFICERHorseracing in Ireland is a €2.5 billion industry that supports more than 30,000 jobs.The Irish Horseracing Regulatory Board (IHRB) is the Regulatory Body for Irish horseracing, responsible for assuring public trust in horseracing and safeguarding its reputation through robust and transparent regulatory practices, implemented with uncompromising integrity by a focused and professional team.Our new Statement of Strategy includes a commitment to excellence through agility and continuous improvement and to enhanced transparency.A new opportunity now exists for a Regulatory Legal Case Officer with an interest in horseracing for a permanent position in the Racing Regulation & Integrity Unit.The position is full time office based at the Offices of the IHRB in County Kildare.JOB PURPOSEThe Regulatory Legal Case Officer will play a key role in supporting the Head of Racing Regulation & Integrity by ensuring the efficient operation of regulatory hearings, case management, and compliance functions.The role combines legal, regulatory, and administrative responsibilities, contributing to the effective delivery of the IHRB's regulatory mandate.It provides an opportunity to gain experience across a wide range of regulatory, and compliance matters in a dynamic and high-profile environment, with scope for professional growth.KEY RESPONSIBLITIES:Draft, review, and proofread legal and regulatory documents, reports, and correspondence.Provide structured legal support for disciplinary and investigatory casework, including evidence collation, hearing preparation, and outcome documentation.Manage and organise case files, legal records, and compliance obligations, ensuring accuracy and confidentiality.Oversee diary and scheduling requirements for casework and regulatory hearings.Conduct legal research on relevant legislation, regulations, precedents, and case law.Draft reports and notices for publication on the IHRB website and other platforms.Liaise with internal and external stakeholders professionally, maintaining clear communication.Support key regulatory projects, including the ongoing Rulebook Review.Provide administrative and legal support to the Data Protection Officer on GDPR compliance and data management.Prepare and format reports, presentations, and briefing documents aligned with the IHRB's strategy and strategic pillars.Handle confidential and sensitive information with absolute discretion.THE PERSONThe successful candidate will be a motivated and proactive individual with a strong work ethic.To be considered for this position you will need to be a clear communicator with excellent interpersonal skill, have meticulous attention to detail and be able to work under pressure and as part of a dynamic organisation.Horseracing is a seven day a week sport and the role will be office-based, Standard working hours with flexibility required to accommodate hearings, urgent legal matters, or project deadlines.EDUCATION, KNOWLEDGE & EXPERIENCEA Level 7 (or higher) qualification in legal studies, or a related field.Legal research and writing skills.3-5 years' experience in a similar role, ideally in a regulated or public sector environment.Experience in preparing legal submissions.Excellent organisational and time-management abilities.Proficiency in Microsoft Office Suite (Teams and SharePoint) and legal research tools.Project management skills with the ability to manage timelines and coordinate with multiple stakeholders.Meticulous attention to detail and the ability to work under pressure.Effective communication skills, both written and verbal.Familiarity with the Horseracing industry or other sports is a bonusInterpersonal Skills: Able to build trusted relationships with stakeholders at all levels, including board members and over 140 volunteer race-day stewards.DESIRABLE QUALIFICATIONS AND EXPERIENCEExperience in a state agency, regulatory body, or the horseracing/sports sector.Knowledge of the Horse Racing Ireland Act **** and/or the Rules of Racing.Familiarity with anti-doping, audit, or compliance processes.Experience with legal document management systems.OTHER RELEVANT QUALITIESAdaptability: Comfortable in a fast-paced, evolving environment with occasional evening or weekend work.Professionalism: Consistently represents the IHRB to the highest standard.Team Player: Works collaboratively within a small team and across departments.Commitment: Demonstrates genuine interest in horseracing, animal welfare, and regulatory excellence.WHY JOIN THE IHRB?Contribute to safeguarding the fairness, integrity and reputation of Irish horseracing.Work in a values-driven collaborative culture with a clear mission and purpose.Access opportunities for professional development in a unique regulatory environment.Competitive salary Range €42,000 -
