OverviewAn expanding residential developer with a strong landbank and a healthy pipeline of projects is seeking a Pre-Construction Commercial Manager to join their team.This is a key leadership role, responsible for procurement strategy, tendering, supply chain management, commercial setup of projects, and supporting JV and strategic development planning.The ideal candidate will come from a Cost Management background (PQS) and bring structured thinking, procurement know-how, and commercial acumen to the early lifecycle of projects.Key ResponsibilitiesProcurement & Supply Chain ManagementDevelop and implement robust procurement strategies for residential developments.Build and manage supplier and subcontractor relationships to ensure competitive pricing, quality delivery, and long-term value.Negotiate and finalise commercial terms for key packages and framework agreements.Improve procurement systems and workflows, bringing structure and visibility to how procurement is managed across the business.Lead the end-to-end tender process, including e-Tenders where applicable.Prepare and issue tender documentation, assess bids, and carry out value engineering and contract negotiations.Work with the design, development, and construction teams to ensure commercial viability of new projects from the outset.Establish budgets, cost plans, and commercial tracking tools for new projects pre-start.Public Sector & JV EngagementsAssist with managing Private, and Government-related contracts, including pricing, compliance, and documentation.Liaise with legal and external advisors on public procurement frameworks and JV structures.Support the development and commercial validation of joint ventures, partnerships, or co-development deals.Ensure commercial strategies are aligned with both the company's private and public delivery ambitions.Strategic & Commercial PlanningWork closely with Directors and senior stakeholders on commercial forecasting, budgeting, and risk analysis.Provide input into the broader business strategy, including land appraisal, cost planning, and market positioning.Help shape the structure and scalability of the commercial department as the business grows.Requirements8–12+ years' experience in a commercial management or senior cost manager role, ideally within residential development or cost consultancy.Strong procurement, negotiation, and tendering experience, including knowledge of public sector tendering and e-Tenders.Familiarity with commercial/compliance frameworks.Experience with or exposure to joint venture development structures is a major advantage.Highly organised with excellent attention to detail, reporting, and documentation.Commercially sharp with the ability to contribute at a strategic level.Excellent communication and relationship-building skills across teams and external stakeholders.Why Apply?Play a central role in shaping the pre-construction and commercial direction of a growing residential developer.Join a close-knit leadership team where your ideas and structures will directly impact the company's delivery and success.Secure and long-term pipeline of projects across Dublin and the commuter belt.Opportunity to grow into a Commercial Director or Development Director pathway depending on skillset and performance.Please get in touch by applying here, email or call#J-*****-Ljbffr
