Position Summary
The primary purpose of the Clinical Nurse Manager 1 is to develop, maintain, and evaluate an environment that supports the professional nurse in the provision of excellence in patient care.
It is predominantly a clinical role with an educational focus.
The Clinical Nurse Manager 1 will assist and when needed deputise for the CNM2 as required, and provide managerial supervision for their department when rostered.

In the absence of the CNM2 for: Bed Management; Staffing; Clinical Practice; Standards Quality and striving for safer better healthcare; Maintenance of budget.
Principal Duties and Responsibilities
PATIENT ACCOMMODATION
Assist the CNM2, CNM3 or Directorate Nurse Manager in the absence of the CNM2 in the implementation of the bed management policy by: managing the utilization of patient accommodation in terms of placement of patients; deciding how to organise and plan admission of patients and ensuring that such activities are carried out appropriately; alerting the CNM2 to any problems which the policies/practice or decisions of medical staff are causing in the implementation of the bed policy; organise and plan patient care to pre-empt and avoid issues that may delay safe and timely patient discharge.
WORK TO BE DONE AND WORKLOAD ESTIMATION
On a day to day basis the CNM1 will decide, with the CNM2, and allocate work to staff nurses, student nurses and healthcare assistants.
Ensures a systematic method for assessment of individual patient needs and proper documentation.
Estimates workload based on patient nursing needs; promotes attainment of each patient's nursing care needs by allocating appropriately.
STAFFING AND MANPOWER PLANNING
Prepares weekly duty rosters for each shift and reviews/changes roster as necessary.
Advises the CNM2 when staffing levels fall below adequate to meet workload variations.
Arranges staff meal breaks in consultation with registered nurses.
Supports and supervises nursing and support staff; monitors attendance and reports to the CNM2.
Assists with planning and allocation of nursing teams with appropriate staff numbers, skill mix and experience to meet clinical management workload and ensure continuity of patient care.
PERSONNEL
Promotes high staff morale, team spirit and job satisfaction; ensures welfare and safety policies are adhered to.
Receives visiting professionals and lay visitors in the CNM2's absence.
Participates in ward orientation for new staff; ensures staff practice within the professional code and reports concerns as required.
EDUCATION/STAFF DEVELOPMENT
Assesses training needs for nursing staff and health care assistants; participates in setting objectives and developing training programmes.
Identifies teaching opportunities and plans to meet needs with CNM2; participates in planning and evaluating staff development programmes to support new clinical services.
Participates in induction training of new nursing staff and ensures awareness of hospital policies and procedures.
CLINICAL NURSING PRACTICE
Uses a nursing framework to assess patient needs; plans appropriate nursing care; ensures accurate verbal and written nursing reports; liaises with ward staff for procedural preparation.
Maintains clinical competence of staff; directs, supervises and mentors nursing staff in managing nursing care; orders stores and supplies as required.
STANDARDS AND QUALITY OF CARE
Safeguards patient welfare and safety; monitors quality indicators, ward management and standards; ensures compliance with HIQA hygiene standards.
BUDGETING
Maintains stock controls; encourages economical use of resources; assists with duty rosters and bank staff ordering within budget constraints.
SELF DEVELOPMENT
Maintains professional development records; participates in annual appraisal; discusses performance and development needs with management.
Qualifications
Selection Criteria
Selection criteria outline the qualifications, skills, knowledge and/or experience required to discharge the post's responsibilities.

Mandatory
Statutory Registration, Professional Qualifications, Experience, etc; registered in the relevant division of the Register of Nurses & Midwives maintained by NMBI; or entitled to be registered.
At least 3 years post-registration full-time experience, with at least 1 year in the specialty or related area.
Clinical, managerial and administrative capacity to discharge functions of the role.
Evidence of Continuing Professional Development; annual registration; maintain live annual registration with NMBI.
Health candidates and any person holding the office must be fully competent and healthy for duties;
Good character for appointment to the office.
Desirable
A management course is desirable.
Previous management experience.
